AND QUALITY INFRASTRUCTURE FROM: Olufemi Folarin, City Manager Joseph Evers, City Engineer SUBJECT: Acceptance of Public Improvements in the Copper Springs Subdivision PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the acceptance of all public improvements in the Copper Springs Subdivision. RECOMMENDATION It is recommended that the City Council accept the public improvements in the Copper Springs Subdivision and direct staff to prepare the necessary resolution. BACKGROUND Centex Homes, the developer of the Copper Springs Subdivision, has requested that the City of Elgin accept the public improvements of this subdivision for City's ownership and maintenance. The subdivision is located along Gansett Drive and South Street, and East of Nesler Road. The development consists of 260 lots (168 single family lots, 92 attached family duplex lots) and three detention basins. All public and quasi-public improvements have been completed and inspected by City personnel. The developer has turned over the maintenance of quasi-public improvements to the Homeowners' Associations. Acceptance of the public improvements will add approximately 14,497 lineal feet of 8" water main, 2007 lineal feet of 12" water main, 38 valves and vaults, 54 fire hydrants, 13,388 lineal feet of 8" sanitary sewer, 765 lineal feet of 12" sanitary sewer, 128 lineal feet of 14" sanitary sewer, 77 sanitary manholes, 9,706 lineal feet of 12" storm sewer, 3,836 lineal feet of 15" storm sewer, 1,954 lineal feet of 18" storm sewer, 219 lineal feet of 21" storm sewer, 2,132 lineal feet of 24" storm sewer, 350 lineal feet of 27" storm sewer, 75 lineal feet of 30" storm sewer, 1,656 lineal feet of 36" storm sewer, 311 lineal feet of 42" storm sewer, 147 catch basins, 74 storm manholes, 57 street lights, 14,461 lineal feet of improved street (including curb & gutter and sidewalk on both sides of the street) and their appurtenances to the City maintained facilities. Attached as Exhibit A is a location map. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None FINANCIAL IMPACT There are no direct immediate costs associated with this acceptance. However, maintenance and operating costs for the sanitary sewer, storm sewer, water-main, pavement and their appurtenances will increase over time and will be included as part of the annual budgeting process. The estimated five year maintenance costs are $81,495. LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to accept the public improvements for ownership and maintenance. 2.
