Illin,, - Department of Transportation: Michael R.Stout, Director, Division of Traffic Safety Date Printed 7/23/2008 Page 1 of 13 TS 08(07/07) October 16, 2008 11; A 111 TO: Mayor and Members of the City Council FROM: Olufemi Folarin, City Manager Robert Beeter, Deputy Chief of Police SUBJECT: Illinois Department of Transportation Highway Safety Project Grant Agreement— DUI Enforcement PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider accepting a Highway Safety Project Grant from the Illinois Depaitment of Transportation Division (IDOT) of Public Safety for the City of Elgin Police Department. RECOMMENDATION It is recommended that the City Council approve the acceptance of this grant with IDOT in the amount of$119,935 and authorize the City Manager to sign the grant agreement. BACKGROUND In Illinois during 2007, 1,125 persons were killed in motor vehicle crashes. Of those fatal crashes, 420 were determined to be alcohol related. In the year 2007, the Elgin Police Department investigated 5,325 traffic crashes, of which six were fatality crashes causing six deaths. Of those six deaths, one was alcohol related. The DUI Highway Safety Grant was utilized by the Elgin Police Department in 2007 and year-to-date in 2008. There have been only four fatal crashes in Elgin during 2008, none as a result of alcohol consumption. Many lives could be saved by changing public attitudes regarding drinking and driving. It has been shown that visible enforcement programs focusing on these violations offer the greatest potential for changing these behaviors. Educational and prevention efforts conducted by the Elgin Police Department during 2008 included participation in Child Passenger Safety Month (February), Alcohol Awareness Month (April), Buckle Up America (May), You Drink & Drive You Lose (August/September) Drive 3-D Month (December), Click It or Ticket (year long), and Operation Safe Passage (year long). This grant runs from October 1, 2008 through September 30, 2009. Efforts will include DUI enforcements every Friday and Saturday nights from October 1, 2008, through September 30,
