RECOMMENDATION It is recommended that the City Council approve the acceptance of this grant with IDOT in the amount of$30,128 and authorize the City Manager to sign the grant agreement. BACKGROUND Many lives could be saved by changing public attitudes regarding drinking and driving. It has been shown that visible enforcement programs focusing on these violations offer the greatest potential for changing these behaviors. Educational and prevention efforts conducted by the Elgin Police Department during 2008 included participation in Child Passenger Safety Month (February), Alcohol Awareness Month (April), Buckle Up America (May), You Drink & Drive You Lose (August/September) Drive 3-D Month (December), Click It or Ticket (year long), and Operation Safe Passage (year long). This grant will enable the police department to increase efforts in the area of DUI enforcement and Safety Belt Enforcement Zones on the following days: Thanksgiving, Christmas/New Year's Eve, Super Bowl Sunday, St. Patrick's Day, Cinco de Mayo, Memorial Day, July 4th, and Labor Day. We will also conduct two Roadside Safety checks during the effective period of this grant. The grant will reimburse the City for 478 hours of police overtime pay. This grant runs from October 1, 2008 through September 30, 2009. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Illinois Department of Transportation 2009 IDOT Highway Safety Project Grant Agreement—Holiday Mobilization Traffic Enforcement October 16, 2008 Page 2 FINANCIAL IMPACT The grant will reimburse the City a total $30,128 representing 538 hours of overtime at an average $56 per hour. To date $68,000 has been spent ($90,000 budgeted) in the Police Department Traffic division overtime account. Sufficient funds for next year's expenses will need to be included in the 2009 Police Department Traffic Division Overtime Budget (010-2305- 731.01-02). No additional personnel will be required as a result of the grant. LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to accept this grant and conduct additional 2009 Holiday Mobilization Traffic Enforcement efforts. 2. The City Council may choose to not accept this grant and not conduct any additional 2009 Holiday Mobilization Traffic Enforcement efforts. 3. The City Council may choose to not accept the grant and conduct all 2009 Holiday Mobilization Traffic Enforcement efforts with full costs borne by the City.
