TO: Mayor and Members of the City Council ffre FROM: Olufemi Folarin, City Manager Joseph Evers P.E., City Engineer SUBJECT: Kane County Highway Permit Improvements to Randall Road at Saddle Club Parkway/Automall Drive and Point Boulevard associated with the Randall Rose Subdivision PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider a Kane County Division of Transportation highway permit with respect to proposed improvements to Randall Road at Saddle Club Parkway/Automall Drive and Point Boulevard associated with the Randall Rose Subdivision. RECOMMENDATION It is recommended that the City Council authorize the City Manager to execute the highway permit with Kane County Division of Transportation as authorized Municipal Officer allowing the construction of improvements to Randall Road, Saddle Club Parkway/Automall Drive and Point Boulevard. BACKGROUND Location Finders International (LFI), the developer of the Randall Rose Subdivision, is required to widen Randall Road to provide a third northbound lane and dual left turn lanes at Randall Road and Point Boulevard and Randall Road and Automall Drive. A left turn lane will be constructed to serve the Gaitsch property and single right-turn lanes will be constructed at Point Boulevard and Saddle Club Parkway. In order to complete these improvements, LFI is required to secure a permit from Kane County. Conditions of this permit include the requirement that the City execute the "Municipal Representative" certificate acknowledging the City's responsibility to pay the cost to energize and maintain the traffic signals, roadway lighting and appurtenances and to maintain the landscape barrier median of Randall Road. A copy of the permit and a location map are attached. KCDOT Permit — Improvements to Randall Road at Saddle Club Parkway/Automall Drive and Point Boulevard October 2, 2008 Page 2 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Kane County Division of Transportation FINANCIAL IMPACT The cost for the permit ($4,800) and to construct the improvements will initially be paid by LFI. A development agreement between the City and LFI stipulated that the City would provide development incentives to the developer for offsite and onsite improvements for the subject property for the auto mall project. A total of$5.1 million in development assistance would be paid to LFI should six auto dealerships be established. The 2008-2012 Five Year Financial Plan includes the 2009 sale of$2.1 in General Obligation Bonds and $3.5 in Riverboat funds to pay for the construction improvements. The City will also be responsible for electrical, operational and maintenance costs. The annual cost for operational and maintenance of all improvements and cost to energize the street lights is estimated at $6,800. LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to authorize the execution of the Highway Permit as recommended and allow the developer to proceed with access improvements. 2. The City Council may choose not to authorize the execution of the Highway Permit, however this would prohibit the access improvements. Respectfully submitted for Council consideration. do Attachments
