FROM Olufemi Folarin, City Manager Joe Evers P.E., City Engineer SUBJECT: Kane County Highway Permit—Access Permit Randall Road & Point Boulevard PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information relative to signing a Kane County Division of Transportation Major Access permit for construction of dual left turn lanes on Point Boulevard at its Randall Road intersection by PanCor Construction& Development LLC (PANCOR). RECOMMENDATION It is recommended that the City Council authorize the City Manager to sign Kane County Division of Transportation Highway Permit as Municipal Representative. BACKGROUND PANCOR built the Randall Pointe Executive Center on the east side of Randall Road, just north of I-90 Expressway with one street connection to Randall Road. This street, Point Boulevard, is one eastbound lane and two westbound lanes (left turn and right turn lanes) at its intersection with Randall Road. Due to the success of the development, the traffic within has increased substantially, particularly during peak hours. PANCOR hired Jacob & Hefner Associates to study the traffic flow and design a second left turn lane on Point Boulevard. In order to approve the design, Kane County, having jurisdiction over Randall Road, is requiring PANCOR to add a second southbound left turn lane for Randall Road. The proposed improvements consist of dual left turn lanes on Randall Road for southbound to eastbound and on Point Boulevard for westbound to southbound. The improvements will include the appropriate widening of Point Boulevard and the appropriate median revision on Randall Road. Also included is the removal of the existing traffic signal installation and the installation of a span wire traffic signal which will accommodate the future expansion of this intersection with all the required appurtenants. KDOT Access Permit Randall Rd& Point Blvd. October 5, 2007 Page 2 It should be noted that the jurisdictional transfer of Point Boulevard from Kane County to Elgin has never occurred. This is due to land (or right of way) ownership and payment issues between Kane County and the Illinois Tollway Authority. The City has accepted maintenance of Point Boulevard. A copy of the permit is included as Exhibit A. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None FINANCIAL IMPACT There is no cost to the City for obtaining this permit as the developer, PANCOR, will be responsible for the $4,800 permit fee which they will pay directly to Kane County. The developer has also indicated that all related construction costs will be their responsibility. There are no City of Elgin budgeted funds specifically earmarked for the Point Boulevard project. LEGAL IMPACT None ALTERNATIVES 1. The City Council may choose to authorize the execution of the permit as recommended. 2. The City Council may choose not to authorize the execution of the permit. Developer may not be able to proceed with the road improvements. Respectfully submitted for Council consideration. do Attachment .....,
