March 3,2006 N TO: Mayor and Members of the City Council S"FF connnnunn ry FROM: Olufemi Folarin,City Manager Robert Duffy,Deputy Chief of Police SUBJECT: 2006 Illinois Department of Transportation Seatbelt Enforcement Grant PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider accepting an Illinois Department of Transportation (IDOT) Highway Safety Project Grant, in the amount of $8,736.00, for increased seatbelt enforcement by the Police Department. RECOMMENDATION It is recommended that the City Council approve the acceptance of this $8,736.00 grant with IDOT and authorize the City Manager to sign the grant agreement. BACKGROUND Motor vehicle crashes are the leading cause of death for Americans between the ages of 2 and 33. In Illinois during 2004, 1,174 persons were killed and 131,279 persons were injured in crashes. 321 were not wearing seatbelt restraints or 27%. The cost per death in 2004 was $1,130,000 and the cost per nonfatal disabling injury was $49,700. In the year 2005, the Elgin Police Department investigated 3,488 traffic crashes,this being a decrease of 2%less than 2004. Of those crashes,378 were injury crashes and 8 were fatalities. Many lives could be saved by changing public attitudes regarding the non-use of safety belts and child seats. It has been shown that visible enforcement programs focusing on these violations offer the greatest potential for changing these behaviors. Educational and prevention efforts conducted by the Elgin Police Department during 2005 included participation in Child Passenger Safety Month (February), Alcohol Awareness Month (April), Buckle Up America (May), 3-D Month(December), Click It or Ticket(year long),and Operation Safe Passage(year long). Enforcement efforts will include seatbelt enforcements everyday from May 15, 2006, through June 3,2006, for 2 hours per day on an overtime basis.The grant will reimburse the City for 168 hours of police overtime pay. This grant runs from May 15, 2006 through June 3, 2006.
