RESOLUTION NO 06 - 500
APPROVING AMENDMENT NO. 2 TO THE
AMENDED MEMORANDUM OF INTERGOVERNMENTAL AGREEMENT,
RANDALL ROAD — 1-90 ILLINOIS TOLLWAY TO HOPPS ROAD,
CITY OF ELGIN AND COUNTY OF KANE
WHEREAS, the City of Elgin and the County of Kane, in order to facilitate and assure the proper
flow of traffic on Randall Road at present and in the future, and permit reasonable development of adjacent
lands, wish to limit direct access from properties adjoining Randall Road from the 1-90 Tollway to Hopps
Road; and
WHEREAS, the City of Elgin and the County of Kane have determined that limitations on direct
access to Randall Road are necessary for proper transportation planning and land use planning along
Randall Road; and
WHEREAS, pursuant to Kane County Resolution No. 99-218, the amended memorandum of
intergovernmental agreement dated July 13, 1999 with the City of Elgin to designate access to Randall
Road between the 1-90 Tollway and Hopps Road replaced the original agreement executed May 13, 1997;
and
WHEREAS, pursuant to Kane County Resolution No. 06-40, at the request of the City of Elgin,
the City and County entered into the First Amendment, dated January 10, 2006, to modify access to
Randall Road to include an additional right-in/right-out access on the east side of Randall Road located
approximately 600 feet north of College Green Drive and an additional right-in access on the east side of
Randall Road located approximately 1,500 feet north of College Green Drive; and
WHEREAS, at the request of the City of Elgin, the City and County wish to amend the terms of the
agreement to modify access to include a full access to Randall Road between Bowes and Hopps Roads
and three right-in/right-outs on the west side of Randall Road with one access north of Bowes
approximately 1,000 feet and two accesses between Bowes Road and Hopps Road located approximately
885 feet south of Bowes Road and approximately 1,330 feet north of Hopps Road; and
WHEREAS, the amendment creates a framework for cooperation and coordination for development
occurring on County highways; and
WHEREAS, the amendment begins to facilitate the jurisdictional transfer of Damisch Road and
Highland Road as these roads are primarily local collector roads and most of the projected traffic on these
two roads is being created by proposed developments with the City; and
WHEREAS, the amendment will facilitate the safe and efficient flow of traffic.
NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that the Chairman of the Board
is authorized to execute Amendment #2 to the Amended Memorandum of Intergovernmental Agreement
with the City of Elgin to designate access to Randall Road between the 1-90 Tollway and Hopps Road.
