RESOLUTION
ESTABLISHING PREVAILING WAGE RATES ON PLBLIC WORKS CONTRACTS
WHEREAS, 820 H CS 130/0.01 et seq. entitled "AN ACT regulating wages of laborers,
mechanics,and other workers employed in any public works Ipthe State, county,city or any public
body or any political subdivision or by any one under contract for public works." requires that any
public body awarding any contract for public work, or othenVise undertaking any public works as
defined herein,shall ascertain the general prevailing hourly rat of wages for employees engaged in
such work; and
WHEREAS, said Act further provides that if the public body desires that the Department of
Labor ascertain the prevailing rate of wages,it shall notify the Department of Labor to ascertain the
general prevailing wage rate; and
WHEREAS, at the request of the City of Elgin the Department of Labor has determined the
prevailing rate of wages for construction work in Cook and Kane Counties in the State of Illinois.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that the determination of the prevailing*ages as made by the Department of
Labor, copies of which are attached hereto and made a part hereof by reference, are adopted by the
City of Elgin.
BE IT FURTHER RESOLVED that all contracts for Public work of the City of Elgin shall
include a stipulation to the effect that not less than the preVailing rate of wages as found by the
Department of Labor shall be paid to all laborers,workers and mechanics performing work under the
contract.
BE IT FURTHER RESOLVED that all contract bo ds for public works shall include a
provision to guarantee the faithful performance of the pr vailing wage clause as provided by
contract.
BE IT FURTHER RESOLVED that a copy of the prevailing wage rate as established by the
Department of Labor shall be publicly posted and kept avqable for inspection by any interested
party.
BE IT FURTHER RESOLVED that nothing herein contained shall be construed to apply to
the prevailing hourly rate of wages in the locality for employment other than public works
construction as defined in the Act, and that the City Clerk be and is hereby authorized to file a
certified copy of this resolution with the Secretary of State Index Division and the Department of
Labor of the State of Illinois.

Explanations

KANE COUNTY
ELECTRICIANS AND COMMUNICATIONS TECHNICIAN (NORTH) - Townships of
Burlington, Campton, Dundee, Elgin, Hampshire, Plato, Rutland, St.
Charles (except the West half of Sec. 26, all of Secs. 27, 133, and
34, South half of Sec. 28, West half of Sec. 35) , Virgil and Valley
View CCC and Elgin Mental Health Center.
The following list is considered as those days for which hOliday rates
of wages for work performed apply: New Years Day, Memoriall/Decoration
Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day,
Christmas Day. Generally, any of these holidays which fall, on a
Sunday is celebrated on the following Monday. This then makes work
performed on that Monday payable at the appropriate overtime rate for
holiday pay. Common practice in a given local may alter [certain days
of celebration such as the day after Thanksgiving for Veterans Day.
If in doubt, please check with IDOL.

EXPLANATION OF CLASSES ,
ASBESTOS - GENERAL - removal of asbestos material/mold an hazardous
materials from any place in a building, including mechani al systems
where those mechanical systems are to be removed. This irtcludes the
removal of asbestos materials/mold and hazardous material from
ductwork or pipes in a building when the building is to be demolished
at the time or at some close future date.
ASBESTOS - MECHANICAL - removal of asbestos material from1mechanical
systems, such as pipes, ducts, and boilers, where the mechanical
systems are to remain.
CERAMIC TILE FINISHER
The grouting, cleaning, and polishing of all classes of tlile, whether
for interior or exterior purposes, all burned, glazed or Unglazed
products; all composition materials, granite tiles, warning detectable
tiles, cement tiles, epoxy composite materials, pavers, glass,
mosaics, fiberglass, and all substitute materials, for the made in
tile-like units; all mixtures in tile like form of cement, metals, and
other materials that are for and intended for use as a finished floor
surface, stair treads, promenade roofs, walks, walls, ceilings,
swimming pools, and all other places where tile is to form a finished
interior or exterior. The mixing of all setting mortars including but
not limited to thin-set mortars, epoxies, wall mud, and any other sand
and cement mixtures or adhesives when used in the preparation,
installation, repair, or maintenance of tile and/or similar materials.
The handling and unloading of all sand, cement, lime, tile, fixtures,
equipment, adhesives, or any other materials to be used in the
preparation, installation, repair, or maintenance of tile and/or
similar materials. Ceramic Tile Finishers shall fill all joints and
voids regardless of method on all tile work, particularly and
especially after installation of said tile work. Application of any
and all protective coverings to all types of tile installations

including, but not be limited to, all soap compounds, paper products,
tapes, and all polyethylene coverings, plywood, masonite, cardboard,
and any new type of products that may be used to protect the
installations, Blastrac equipment, and all floor scarifying equipment
used in preparing floors to receive tile. The clean up and removal of
all waste and materials. All demolition of existing tile floors and
walls to be re-tiled.
COMMUNICATIONS TECHNICIAN
Construction, installation, maintenance and removal of
telecommunication facilities (voice, sound, data and video) ,
telephone, security systems, fire alarm systems that are 4 component
of a multiplex system and share a common cable, and data inside wire,
interconnect, terminal equipment, central offices, PABX and
equipment, micro waves, V-SAT, bypass, CATV, WAN (wide area network) ,
LAN (local area networks) , and ISDN (integrated system digital
network) , pulling of wire in raceways, but not the installation of
raceways.
MARBLE FINISHER
Loading and unloading trucks, distribution of all material; (all
stone, sand, etc.) , stocking of floors with material, perfOrming all
rigging for heavy work, the handling of all mateiral that may be
needed for the installation of such materials, building of
scaffolding, polishing if needed, patching, waxing of material if
damaged, pointing up, caulking, grouting and cleaning of marble,
holding water on diamond or Carborundum blade or saw for setters
cutting, use of tub saw or any other saw needed for preparation of
material, drilling of holes for wires that anchor material set by
setters, mixing up of molding plaster for installation of 'material,
mixing up thin set for the installation of material, mixing up of sand
to cement for the installatin of material and such other work as may
be required in helping a Marble Setter in the handling of all material
in the erection or installation of interior marble, slate, travertine,
art marble, serpentine, alberene stone, blue stone, granite and other
stones (meaning as to stone any foreign or domestic materials as are
specified and used in building interiors and experiors and customarily
known as stone in the trade) , carrara, sanionyx, vitrolit and similar
opaque glass and the laying of all marble tile, terrazzo rile, slate
tile and precast tile, steps, risers treads, base, or any other
materials that may be used as substitutes for any of the
aforementioned materials and which are used on interior and experior
which sare installed in a similar manner.
TRAFFIC SAFETY - work associated with barricades, horses and drums
used to reduce lane usage on highway work, the installation and
removal of temporary lane markings, and the installationland removal
of temporary road signs.
TRUCK DRIVER - BUILDING, HEAVY AND HIGHWAY CONSTRUCTION
Class 1. Two or three Axle Trucks. A-frame Truck when used for
transportation purposes; Air Compressors and Welding Machines,
including those pulled by cars, pick-up trucks and tractors;
Ambulances; Batch Gate Lockers; Batch Hopperman; Car and truck
Washers; Carry-alls; Fork Lifts and Holsters; Helpers; Mechanics
Helpers and Greasers; Oil Distributors 2-man operation; Pavement
Breakers; Pole Trailer, up to 40 feet; Power Mower Tractors;
Self-propelled Chip Spreader; Skipman; Slurry Trucks, 2-Man
operation; Slurry Truck Conveyor Operation, 2 or 3 man; Teamsters;
Unskilled dumpman; and Truck Drivers hauling warning lights,
barricades, and portable toilets on the job site.

neighboring county rate applies to the task, the Department shall
undertake a special determination, such special determination being

LANDSCAPING
Landscaping work falls under the existing classifications for laborer,
operating engineer and truck driver. The work performed by landscape
plantsman and landscape laborer is covered by the existing
classification of laborer. The work performed by landscape operators
(regardless of equipment used or its size) is covered by the
classifications of operating engineer. The work performed by
landscape truck drivers (regardless of size of truck driven) is
covered by the classifications of truck driver.

TRUCK DRIVERS (WEST) - That part of the county West of Barrington
Road.
The following list is considered as those days for which hOliday rates
of wages for work performed apply: New Years Day, Memorial/Decoration
Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day,
Christmas Day. Generally, any of these holidays which fall on a Sunday
is celebrated on the following Monday. This then makes wprk
performed on that Monday payable at the appropriate overtime rate for
holiday pay. Common practice in a given local may alter c.ertain days
of celebration such as the day after Thanksgiving for Veterans Day.
If in doubt, please check with IDOL.
EXPLANATION OF CLASSES
ASBESTOS - GENERAL - removal of asbestos material/mold anc hazardous
materials from any place in a building, including mechani al systems
where those mechanical systems are to be removed. This includes the
removal of asbestos materials/mold and hazardous material from
ductwork or pipes in a building when the building is to be demolished
at the time or at some close future date.
ASBESTOS - MECHANICAL - removal of asbestos material from mechanical
systems, such as pipes, ducts, and boilers, where the mechanical
systems are to remain.
CERAMIC TILE FINISHER
The grouting, cleaning, and polishing of all classes of tile, whether
for interior or exterior purposes, all burned, glazed or Unglazed
products; all composition materials, granite tiles, warni g detectable
tiles, cement tiles, epoxy composite materials, pavers, g ass,
mosaics, fiberglass, and all substitute materials, for ti1 e made in
tile-like units; all mixtures in tile like form of cement, metals, and
other materials that are for and intended for use as a fi ished floor
surface, stair treads, promenade roofs, walks, walls, cei ings,
swimming pools, and all other places where tile is to forn a finished
interior or exterior. The mixing of all setting mortars including but
not limited to thin-set mortars, epoxies, wall mud, and any other sand
and cement mixtures or adhesives when used in the preparation,
installation, repair, or maintenance of tile and/or similar materials.
The handling and unloading of all sand, cement, lime, tile, fixtures,
equipment, adhesives, or any other materials to be used in the
preparation, installation, repair, or maintenance of tile and/or
similar materials. Ceramic Tile Finishers shall fill all joints and
voids regardless of method on all tile work, particularly and
especially after installation of said tile work. Application of any
and all protective coverings to all types of tile installations
including, but not be limited to, all soap compounds, paper products,

tapes, and all polyethylene coverings, plywood, masonite, c-rdboard,

walls to be re-tiled.
COMMUNICATIONS ELECTRICIAN - Installation, operation, insp=ction,
maintenance, repair and service of radio, television, reco ding, voice
sound vision production and reproduction, telephone and telephone
interconnect, facsimile, data apparatus, coaxial, fibre op is and
wireless equipment, appliances and systems used for the tr-nsmission
and reception of signals of any nature, business, domestic,
commercial, education, entertainment, and residential purp.ses,
including but not limited to, communication and telephone, electronic
and sound equipment, fibre optic and data communication systems, and
the performance of any task directly related to such insta lation or
service whether at new or existing sites, such tasks to in.lude the
placing of wire and cable and electrical power conduit or •they
raceway work within the equipment room and pulling wire an./or cable

material, drilling of holes for wires that anchor material set by

be required in helping a Marble Setter in the handling of . 11 material
in the erection or installation of interior marble, slate, travertine,

specified and used in building interiors and experiors and customarily
known as stone in the trade) , carrara, sanionyx, vitrolite and similar

Landscaping work falls under the existing classifications or laborer,

classifications of operating engineer. The work performed by
landscape truck drivers (regardless of size of truck driv-n) is
covered by the classifications of truck driver.

SUBJECT: Prevailing Wage Rates
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information in establishing prevailing wages for public works contracts.
RECOMMENDATION
•�► It is recommended that the City Council pass a resolution establishing prevailing wages on
public works projects in accordance with the Illinois Department of Labor's rate schedule.
BACKGROUND
By law, Illinois municipalities are required to annually establish the prevailing rate of wages for
employees engaged in work on public works projects. Cont actors entering into public works
projects are required to pay employees not less than the prevai ling wage established.
Municipalities may hold public hearings to determine preva ling wages or may rely upon the
Illinois Department of Labor to ascertain them. Historicall , the City Council has elected to
accept the Illinois Department of Labor's prevailing rate dete ination. The Illinois Department
of Labor has forwarded a schedule of prevailing wages, w ich is an exhibit to the attached
resolution submitted for council action.

LEGAL IMPACT
V4141fr The Prevailing Wage Act (820 ILCS 130/3.01 et seq.) require any public body not intending to
adopt the findings of the Illinois Department of Labor as Ito wage rates to investigate and
ascertain the prevailing rate of wages during the month of June. In the event the City wishes to
independently ascertain wage rates, it must immediately authorize and direct the scheduling of a
public hearing to investigate and ascertain such rates.
ALTERNATIVES
1. The City may adopt the wage rates certified by the Illinois Department of Labor.
2. The City may conduct an independent public hearing td establish wage rates.

KANE COUNTY
ELECTRICIANS AND COMMUNICATIONS TECHNICIAN (NORTH) - Townships of
Burlington, Campton, Dundee, Elgin, Hampshire, Plato, Rutland, St.
Charles (except the West half of Sec. 26, all of Secs. 27, 83, and
34, South half of Sec. 28, West half of Sec. 35) , Virgil and Valley
View CCC and Elgin Mental Health Center.
The following list is considered as those days for which holiday rates
of wages for work performed apply: New Years Day, Memorial/Decoration
Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving bay,
Christmas Day. Generally, any of these holidays which fall on a
Sunday is celebrated on the following Monday. This then makes work
performed on that Monday payable at the appropriate overtime rate for
holiday pay. Common practice in a given local may alter certain days
of celebration such as the day after Thanksgiving for Veterans Day.
If in doubt, please check with IDOL.
4006. EXPLANATION OF CLASSES
ASBESTOS - GENERAL - removal of asbestos material/mold and hazardous
materials from any place in a building, including mechanical systems
where those mechanical systems are to be removed. This includes the
removal of asbestos materials/mold and hazardous materials Ifrom
ductwork or pipes in a building when the building is to be demolished
at the time or at some close future date.
ASBESTOS - MECHANICAL - removal of asbestos material from Mechanical
systems, such as pipes, ducts, and boilers, where the mechanical
systems are to remain.
CERAMIC TILE FINISHER
The grouting, cleaning, and polishing of all classes of tile, whether
for interior or exterior purposes, all burned, glazed or unglazed
products; all composition materials, granite tiles, warning detectable
tiles, cement tiles, epoxy composite materials, pavers, glass,
mosaics, fiberglass, and all substitute materials, for tile made in
tile-like units; all mixtures in tile like form of cement, metals, and
other materials that are for and intended for use as a finished floor
surface, stair treads, promenade roofs, walks, walls, ceilings,
swimming pools, and all other places where tile is to formla finished
interior or exterior. The mixing of all setting mortars including but
not limited to thin-set mortars, epoxies, wall mud, and any other sand
and cement mixtures or adhesives when used in the preparat_on,
installation, repair, or maintenance of tile and/or similar materials.
The handling and unloading of all sand, cement, lime, tile, fixtures,
equipment, adhesives, or any other materials to be used in the
preparation, installation, repair, or maintenance of tile nd/or
IOW similar materials. Ceramic Tile Finishers shall fill all joints and
voids regardless of method on all tile work, particularly nd
especially after installation of said tile work. Application of any

all waste and materials. All demolition of existing tile floors and
walls to be re-tiled.
COMMUNICATIONS TECHNICIAN
Construction, installation, maintenance and removal of
telecommunication facilities (voice, sound, data and video) ,
telephone, security systems, fire alarm systems that are a component
of a multiplex system and share a common cable, and data inside wire,
interconnect, terminal equipment, central offices, PABX and
equipment, micro waves, V-SAT, bypass, CATV, WAN (wide area network) ,
LAN (local area networks) , and ISDN (integrated system digital
network) , pulling of wire in raceways, but not the installation of
raceways.

Loading and unloading trucks, distribution of all material (all

TRUCK DRIVERS (WEST) - That part of the county West of Barrington
Road.
The following list is considered as those days for which holiday rates
of wages for work performed apply: New Years Day, Memorial/Pecoration
Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving pay,
Christmas Day. Generally, any of these holidays which fall on a Sunday
is celebrated on the following Monday. This then makes work
performed on that Monday payable at the appropriate overtime rate for
holiday pay. Common practice in a given local may alter certain days
of celebration such as the day after Thanksgiving for Veterans Day.

ASBESTOS - GENERAL - removal of asbestos material/mold and hazardous
materials from any place in a building, including mechanic 1 systems
where those mechanical systems are to be removed. This in ludes the

ductwork or pipes in a building when the building is to be demolished .
at the time or at some close future date.
ASBESTOS - MECHANICAL - removal of asbestos material from mechanical
systems, such as pipes, ducts, and boilers, where the mechanical
systems are to remain.
CERAMIC TILE FINISHER
The grouting, cleaning, and polishing of all classes of tile, whether
for interior or exterior purposes, all burned, glazed or unglazed
products; all composition materials, granite tiles, warning detectable
tiles, cement tiles, epoxy composite materials, pavers, glass,
mosaics, fiberglass, and all substitute materials, for tile made in
tile-like units; all mixtures in tile like form of cement, metals, and
other materials that are for and intended for use as a finished floor
surface, stair treads, promenade roofs, walks, walls, ceilings,
swimming pools, and all other places where tile is to form a finished
interior or exterior. The mixing of all setting mortars including but
not limited to thin-set mortars, epoxies, wall mud, and any other sand
and cement mixtures or adhesives when used in the preparation,
installation, repair, or maintenance of tile and/or similar materials.
The handling and unloading of all sand, cement, lime, tile, fixtures,
equipment, adhesives, or any other materials to be used in the
preparation, installation, repair, or maintenance of tile and/or
similar materials. Ceramic Tile Finishers shall fill all joints and

especially after installation of said tile work. Application of any
and all protective coverings to all types of tile installations

For definitions of classifications not otherwise set out, the
41111k Department generally has on file such definitions which are
available. If a task to be performed is not subject to on of the
classifications of pay set out, the Department will upon Jeing
contacted state which neighboring county has such a classification and
provide such rate, such rate being deemed to exist by refSrence in
this document. If no neighboring county rate applies to :he task,
the Department shall undertake a special determination, such special
determination being then deemed to have existed under this
determination. If a project requires these, or any classification not
listed, please contact IDOL at 618/993-7271 for wage rates or
clarifications.
LANDSCAPING
Landscaping work falls under the existing classifications for laborer,
operating engineer and truck driver. The work performed by landscape
plantsman and landscape laborer is covered by the existin
classification of laborer. The work performed by landsc pe operators
(regardless of equipment used or its size) is covered by the
classifications of operating engineer. The work performed by
landscape truck drivers (regardless of size of truck driven) is
covered by the classifications of truck driver.
