HomeMy WebLinkAbout05-80 Resolution No. 05-80 RESOLUTION AUTHORIZING ACCEPTANCE OF UNITED STATES DEPARTMENT OF JUSTICE LOCAL LAW ENFORCEMENT BLOCK GRANT BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that the City of Elgin, Illinois hereby accepts the United States Department of Justice Local Law Enforcement Block Grant in the amount of$24,898. BE IT FURTHER RESOLVED that the City of Elgin Gang and Drug Task Force be and is hereby appointed as the advisory board to consider and recommend to the City Council how such grant of$24,898 and the City of Elgin's matching expenditure of$2,766 should be expended to reduce crime and improve public safety. BE IT FURTHER RESOLVED that Olufemi Folarin,City Manager,is hereby authorized and directed to execute all documents necessary in conjunction with the subject grant program. s/Ed Schock Ed Schock, Mayor Presented: March 23, 2005 Adopted: March 23, 2005 Omnibus Vote: Yeas: 6 Nays: 0 Attest: s/Dolonna Mecum Dolonna Mecum, City Clerk >„ OF e40, Agenda Item No. " `� City of Elgin g �` � IF b?9r[DFED^- L G March 4, 2005 N SAFE COMMUNITY TO: Mayor and Members of the City Council FROM: Olufemi Folarin, City Manager Deputy Chief James Burns SUBJECT: US Department of Justice, Bureau of Justice Block Grant Funds for 2004 PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the recommendations of the Elgin Gang & Drug Task Force for the expenditure of United States Department of Justice, Bureau of Justice Block Grant funds for 2004. elk RECOMMENDATION It is recommended that the City Council accept the Task Force's recommendations and authorize the City to purchase these items totaling$27,664.00. BACKGROUND The City of Elgin was awarded a grant from the United States Department of Justice for$24,898, with a required City match of$2,766, for a total of$27,664 to be spent under the US Department of Justice Grant. The City Council accepted this grant at their meeting on October 27, 2004, and appointed the Elgin Gang and Drug Task Force to hold hearings as required for the expenditure of these funds. The Grant establishes specific allowable uses for these monies. They are: 1) Hire, train, equip or employ additional law enforcement officers; 2) Enhancing security measures around locations with a special risk of crime; 3) Establishing or supporting drug courts; 4) Enhancing the adjudication process involving violent offenders; 5) Establishing a multi jurisdictional task force to prevent and control crime; 6) Establish crime prevention programs with law enforcement; rik 7) Paying costs of indemnification insurance for law enforcement. LLEBG 2004 March 4, 2005 Page 2 The Gang & Drug Task Force made the required public notifications and received applications for the funds. A public hearing was held by the Task Force on February 18, 2005. The Task Force received applications from only one organization, the Elgin Police Department. The availability of the grant funds was sent to the news media, placed on the City's Web site and included in the Task Force's minutes. The Task Force received the presentation and asked questions of the presenters before making their decision in closed session. All requirements of the Federal Grant were followed. Elgin Police Department Projects: Upgrade of the Video Bond system in $5,933.71 cooperation with Carpentersville PD Voice Stress Analyzer 13,010.00 Upgrade of transmitter in undercover body 1,100.00 wire Statistical Analysis computer software for 1,347.00 Gang Crime Analyst Partial funding(25% of total project) for 6,273.29 upgrade of body microphones for the in-car video system installed in all marked cars TOTAL $27,664 COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Gang &Drug Task Force was appointed as the hearing group by the City Council in keeping with the Federal requirements to have a representative from the Police Department, local prosecutor's office, local public school system, local non-profit educational, religious, and community group. FINANCIAL IMPACT The proposed expenditures as outlined above total $27,664.00. Federal grant funds totaling $24,898.00 were previously awarded to the City. Matching funds are budgeted and available in the Police Department's budget, account number 010-2301-731.80-30; Justice Grant Match Funds ($2,766.00). All purchases are subject to the City's procurement ordinance. The grant requires all funds to be expended and the Task Force recommends reallocating any remaining unspent funds to the Police Department for technology improvements. r • LLEBG 2004 March 4,2005 Page 3 EGAL IMPACT None. ALTERNATIVES 1. The City Council may choose to not accept the Task Force's recommendations. 2.
