RECOMMENDATION It is recommended that the City Council authorize the Mayor and the City Manager to execute the highway permit with Kane County for Russell Road and Plank Road. BACKGROUND The development of the proposed subdivisions by Shodeen and Crown Development near the Village of Pingree necessitates the extension of pubic sanitary sewer and water main. To extend these utilities to their respective properties, two augured crossings of Russell Road and two augured crossings of Plank Road are required. These utilities are being constructed in accordance with City ordinances and with both the Shodeen and the Crown annexation ,agreements. Kane County requires a highway permit to allow the occupation of their rights-of- way for Russell and Plank Roads. A copy of the permit and a location map are attached. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED Kane County Highway Department FINANCIAL IMPACT The fee for this permit ($1,250) will be paid by the developers. It is anticipated that this cost will be claimed as part of the total cost for sewer and water extensions to the two developments against the $10 million cost share being provided by the City.
