RESOLUTION
APPOINTING MEMBERS TO VARIOUS BOARDS AND COMMISSIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
Cynthia G. Hernandez be and is hereby reappointed as a member of the Cultural Arts Commission,
for a term to expire November 1, 2008.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
Heidi M.Lipinski and Curtis J. Sartor,Ph.D.be and are hereby appointed as members of the Cultural
Arts Commission, for terms to expire November 1, 2008.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that
Sylvia Grady is appointed as Chairman of the Cultural Arts Commission, for a term to expire
November 1, 2006.
BE IT FURTHER RESOLVED that the following persons be and are hereby appointed as
members of the Riverfront/Center City Project Advisory Committee for terms to expire
December 31, 2006:

SUBJECT: Center City Project Management Team
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to revise the structure of Center City Project Management Team and to appoint
individuals to serve on the revised advisory group.
RECOMMENDATION
It is recommended that the City Council revise the Project Management Team to include the
following membership and to identify individuals to serve as members of the advisory group.
BACKGROUND
On September 13, 2000 the Elgin City Council approved the creation of a Project Management
Team (PMT). The purpose of the PMT was to serve as an advisory committee to manage the
details of riverfront project implementation as well as advice and recommend to the City Council
specific implementation actions for the riverfront and center city areas.
On September 17, 2000 the City Council appointed persons to fill the 16 positions on the
committee. On February 14, 2001 the position (architect) was added to the PMT. The
committee last met in February of 2003.
Despite certain short-comings that had been associated with the PMT concept, it did serve as an
excellent resource for having wide range of Center City constituents and other key government
and elected officials available to review and provide input on downtown projects.
A restructured PMT could consist of the following membership:

3. City Manager
4. Kane County Forest Preserve
5. Chamber of Commerce

8. Downtown Neighborhood Association

The current authorized structure of the PMT is as follows:

5. Kane County Forest Preserve
6. Chamber of Commerce

9. Downtown Neighborhood Association (2)
10. Downtown Business Representation (2)

The proposed change in the makeup of the group is the result of the experience of meeting
attendance and an attempt to balance representation by various groups.
Phase II of Festival Park is currently moving through the design process. It would be helpful to
review this project as well as others with the member of the PMT.

ALTERNATIVES
1. Authorize revisions to the resolution establishing a Center City Project Management
Team and appoint members to said positions.
2. Choose not to revise the PMT legislation.
