For the CITY: For the LOBBYISTS: CITY OF ELGIN LO STS By y Trager Steven Nemerovski Attest : City Clerk Lawrence J. Suffredin, Jr. F:\Legal Dept\Agreement\Lobbyist-05.doc -4- Agenda Item No. r City of Elgin r 0 Flo July 22, 2005 TO: Mayor and Members of the City Council FINANCIALLY STABLE CITY GOVERNMENT EFFICIENT SERVICES, AND OW LIT Y INFRASTRUCTURE FROM: Olufemi Folarin, City Manager 1'11S,[ SUBJECT: Renewal of a Legislative Representation Agreement PURPOSE The purpose of this memorandum is to present to the Mayor and members of City Council a means for continued legislative representation by Larry Suffredin and Steven Nemerovski (`the Lobbyists'). RECOMMENDATION It is recommended that the City Council enter into a three year agreement with Larry Suffredin and Steven Nemerovski at an associated cost of $30,000 for 2005 and $35,000 for 2006 and 2007. BACKGROUND In order to place Elgin's interests at the forefront of policy discussions in Springfield, and to a lesser degree in Washington, the City has developed a centralized approach in the area of intergovernmental affairs. The City's efforts have been centered upon the formation of the Metro West Council of Government, participation in the DuKane Valley Council, frequent meetings with policy makers, formulating positions on proposed legislation, and a structured approach to securing outside funding for City projects. In order to move forward, it is recommended that the City continue its agreement with the Lobbyists for an additional three (3) years. During 2005 a great deal has been achieved with the assistance of the Lobbyists. The Lobbyists played a critical role in the passage of Senate Bill 2038, the bill removing a title restriction from City owned property on Randall Road. In addition, the Lobbyists are responsible for monitoring and providing feedback to numerous legislators on the City's position on various bills and proposals such as: income tax distribution, taxes on gaming licenses and numerous other bills which would impact the City of Elgin if signed into law. Without their assistance through a coordinated approach by the City Manager's Office, it is highly likely that the City would not even be aware of many of these proposals, let alone take a position on them. Renewal of Legislative Representation Agreement ' October 4, 2002 Page 2 Furthermore, the Lobbyists are well-respected by our representatives and have developed strong working relationships with them. This asset cannot be overstated -as it is important that the City's lobbyist work closely with our elected representatives. A three year contract is being proposed at an annual amount of$30,000 for 2005 and $35,000 for 2006 and 2007. The original amount in 2001 was $24,000. Assistant City Manager Stegall is in weekly contact with the Lobbyists during the legislative season. If that time were to be billed on an hourly basis, the cost would exceed the amount requested. The costs of the program should be more than made up through additional dollars being brought to the City. It should be noted that the City secured the $5M dollar Elgin Salvage Grant in large part as a result of the Lobbyists assistance. In summary, Mr. Suffredin and Mr. Nemerovski meet all the criteria established in this process: strong references by elected officials, local government experience, and price competitiveness. COMMUNITY GROUPSANTERESTED PERSONS CONTACTED None. FINANCIAL IMPACT Sufficient funds in the amount of $30,000 have been included in the 2005 Budget. To date, $15,000 has been paid to the Lobbyists with $15,000 remaining in the General Fund, account number 010-6902-719.30-99 "Misc. Professional Services" If the Council concurs with the proposal, monies in 2006 ($35,000) and 2007 ($35,000) will need to considered as part of the budgeting process. ALIMPACT An agreement will need to be prepared. ALTERNATIVES 1. The City Council could choose not to retain the services of the Lobbyists. Respectfully submitted for Council consideration. SRS/srs
