draft resolution regarding disconnection efforts from School District U-46.
RECOMMENDATION
elow The draft resolution is being submitted to the Mayor and members of the City Council at the
request of the City Council.
BACKGROUND
The Villages of Bartlett, Wayne and Carol Stream are pursuing a proposed disconnection from

the Illinois General Assembly to amend the Illinois School Code in order to facilitate the

quadrant of School District U-46.
School District U-46 is opposing such disconnection efforts. The parties are in disagreement
whether such disconnection efforts are in the financial or educational best interests of the entire
School District U-46.
The Board of Education for School District U-46 unanimously passed a resolution opposing the
disconnection efforts by the Villages of Bartlett, Wayne and Carol Stream and has asked other
School District U-46 communities for their support in opposing disconnection.
Pursuant to the request of the City Council attached is a draft resolution regarding the efforts by
the Villages of Bartlett, Wayne and Carol Stream to disconnect from School District U-46. The
resolution provides in part that the City Council of the City of Elgin supports School District

U-46 in its continued efforts to provide the best educational environment for all School District
U-46 students. The resolution also provides that an independent comprehensive study or

U-46 communities and that legislation in support of disconnection should not be adopted by the
Illinois General Assembly until such a comprehensive study or analysis is completed.
