RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
RIVER VALLEY LAND IMPROVEMENT CO. FOR FIRE STATION#6
WHEREAS,the City of Elgin has heretofore entered into a contract with River Valley Land
Improvement Co. for the construction of Fire Station#6; and
WHEREAS,it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 1, attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that David M.Dorgan,City Manager,be and is hereby authorized and directed to
execute Change Order No. 1,a copy of which is attached hereto and made a part hereof by reference.

SUBJECT: Change Order#1 for River Valley Land Improvement for Fire Station#6
PURPOSE
The purpose of this memorandum is to provide the Mayor and members of the City Council with
information to approve payment for a change order to River Valley Land Improvement Co. for
the construction of Fire Station#6.
RECOMMENDATION
It is recommended that the City Council approve the payment for a change order to River Valley
Land Improvement Co. for the construction of Fire Station#6 in the amount of$9,984.36.
BACKGROUND
River Valley Land Improvement Co. was awarded the bid for site utilities for the construction of
Fire Station #6. The original contract amount was $88,167.00. A change order in the amount of
$9,984.36 was submitted by River Valley Land Improvement Co. for the following items:

1 Once the excavation was completed at the storm sewer tie-in $748.20
manhole, it was discovered that the height limitation between
existing utilities (gas main, electrical, etc.)would not allow the
installation of the specified pipe material (concrete). A change in
material (ductile iron pipe) was required to clear the obstructions
and complete the connection.
2 The City of Elgin during its review of the plans prior to issuing a $3,469.00
building permit required an additional water service into the facility
rk to accommodate the sprinkler system. The bid documents only
showed one service.

3 An existing sanitary sewer was shown on the bid documents for the
site utility contractor to tie the new sanitary sewer into. During the $5,195.92
soil remediation excavation, it became evident that the line reflected
on the drawings was not there. A new service had to be installed. It
is our understanding that the civil engineer based their drawings
from information received from the City of Elgin.
4 During a review by the City of Elgin, it was determined that ($1,200.00)
additional storm lines that were required to be installed to
accommodate an existing field tile did not need to be installed.
5 A portion of the existing building foundation was left in place to $850.00
keep the bank stable along Chicago Street until such time that the
excavation from the soil remediation could be backfilled. This wall
was encountered during the storm sewer installation and needed to
be removed.
6 Exploratory excavation was completed prior to the soil remediation $921.24
work starting to confirm/deny the findings of the soil borings.

FINANCIAL IMPACT
The total cost of this change order to River Valley Land Improvement Company equals
$9,984.36. The total budget for this project is $3.77 million with approximately $3.43 spent and
encumbered to date. Therefore sufficient funds budgeted and available to approve this change
order. Account number 275-0000-791.92-36 (Riverboat Fund, Capital Additions-
Buildings/Structures), project number 289505 (Fire Station 6)will be charged.
