Dorgan, City Manager Amy Coyne, CDBG Program CI ordinator SUBJECT: HOME Commission Appointments PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information regarding the formation and adoption of the HOME Commission. RECOMMENTATION • row It is recommended that the City Council adopt by resolution the five appointments for the HOME Commission. BACKGROUND On July 14, 2004 the Mayor and City Council executed the HOME Cooperation Agreement between the City and Kane County. By forming a consortium, the City along with Kane County will receive HOME Investment Partnership (HOME) funding from the U.S. Department of Housing and Urban Development. The funding will be utilized to address affordable housing needs within the Kane County area. In order to ensure funding addresses the priorities established in the Five Year Consolidated Plan, City staff along with Kane County agreed that the most appropriate way to proceed would be to form a HOME Commission. The HOME Commission will be responsible for forming policy, reviewing applications, and making funding recommendations to the Kane County Board for approval. The idea behind the appointments is to make sure the most qualified persons are making policy decisions and reviewing applications. The HOME Commission members will review complex applications involving project budgets and pro-formas. Therefore, the City Council and Mayor should consider appointing persons who have experience in project development. Candidates should have knowledge in the following areas: • Finance elk • Building Rehabilitation/New Construction • rHOME Program September 3, 2004 Page 2 • Real Estate • Property Management The HOME Commission will be comprised of ten members, five from the City and five from Kane County. The City will need to adopt, by resolution, the five appointments to the HOME Commission. The Mayor and City Council will submit the appointments to the County Board Chairman and the final appointment of the ten person County HOME Commission will be by action of the County Board. Attached for the Mayor's and City Council's consideration are the names and qualifications of the five potential commission members. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. The commission's primary responsibility is to recommend policies, procedures, and priorities for the use of federal HOME funds, which our recently created consortium will receive annually, beginning in 2005. Given that our consortium represents a city-county partnership, the resolution specified that five members of the commission are to be appointed by you and confirmed by the City Council, and five members are to be appointed by myself and confirmed by the County Board. We plan to convene the first meeting of the HOME Commission at the end of September. They will meet at that time to review a draft of our new Consolidated Plan, which is currently under development, and release it for public comment. Naturally, we would like to provide maximum notice of that meeting to the members of the commission and, therefore, request that you forward to my office at your earliest convenience (preferably by September 1st) the names and addresses of the five individuals appointed to the commission by the City of Elgin. McCoy, Chairman Kane County Board Enclosure STATE OF ILLINOIS COUNTY OF KANE RESOLUTION NO. 04 - 06 AUTHORIZING THE CREATION OF A KANE-ELGIN HOME CONSORTIUM AND COMMISSION WHEREAS, the County of Kane and the City of Elgin are Community Development Block Grant (CDBG) Entitlement Communities as designated by the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, the County of Kane and the City of Elgin desire to increase opportunities for home ownership and affordable housing for their residents; and WHEREAS, the County of Kane and the City of Elgin desire to have direct access to HOME Investment Partnerships Program (HOME) funds from HUD, but do not qualify individually; and WHEREAS, the County of Kane and the City of Elgin can have direct access to HOME funds by forming a HOME Consortium; and WHEREAS, HUD requires that a HOME Consortium prepare and submit a single Consolidated Plan to replace the individual Consolidated Plans of each jurisdiction participating in the Consortium; and WHEREAS, the County of Kane and the City of Elgin desire to form a HOME Consortium and apply for HOME funds for 2005; and WHEREAS, the HOME Consortium must be formed during 2004 in order to apply for HOME funds in 2005; and WHEREAS, the City of Elgin and the County of Kane, along with the twenty-two municipalities participating in the Kane County CDBG Program, will benefit from participating in the HOME Investment Partnerships Program; NOW, THEREFORE, BE IT RESOLVED by the Kane County Board that; The Chairman of the Board is hereby authorized to sign a HOME Consortium Agreement and all other documents necessary to form a Kane-Elgin HOME Consortium and apply for HOME funds; and that Kane County will serve as the Consortium's lead agency for the administration of HOME funds, and accepts the responsibilities as such in accordance with Federal statutory and regulatory requirements; and that The County of Kane and the City of Elgin will together prepare one Consolidated Plan as required by HUD for the HOME Consortium; and that Page 2 of 2 Res. No. 04 - 06 r The County of Kane and the City of Elgin will share equally in the costs and staff time required for the formation of the HOME Consortium, the preparation of the Consolidated Plan and other administrative activities prior to HOME administration funds being available to pay for such staff time and costs; and BE IT FURTHER RESOLVED that a ten member HOME Commission be established, with five members to be appointed by the Mayor of the City of Elgin and confirmed by the City Council of the City of Elgin, and five members to be appointed by the Chairman of the Kane County Board and confirmed by the Kane County Board. The purpose of such commission shall be to recommend program policies and procedures, to develop and recommend program priorities, to review and prioritize applications for the use of HOME funds with respect to adopted priorities and HUD regulations, and to recommend funding priorities to the Kane County Board.
