HomeMy WebLinkAbout03-86 Resolution No. 03-86 RESOLUTION APPROVING THE GRANT RECIPIENT ELIGIBILITY LIST UNDER THE HISTORIC ARCHITECTURAL REHABILITATION GRANT PROGRAM WHEREAS, the Historic Architectural Rehabilitation Grant Program has been established to provide financial assistance and incentives for property owners in Elgin' s historic districts and individual landmarks in the restoration of their properties; and WHEREAS, in 2003 applications have been made for 24 projects under the Historic Architectural Rehabilitation Grant Program; and WHEREAS, said applications have been submitted to the Elgin Heritage Commission which conducted a review and scored applications based upon objective criteria and forwarded an eligibility list to the City Council which has reviewed and approved the list . BACKGROUND The Historic Architectural Rehabilitation Grant Program provides incentives to residential property owners to offset the costs of rehabilitation work. Eligible properties are either in a locally designated historic district or a designated individual landmark. The program provides a 50/50 matching grant, up to $10, 000, for exterior work done to eligible properties. The annual City allocation for the program is $100, 000 . The program was advertised through multiple press releases sent to local papers, a cover story in the Elgin Heritage Commission Newsletter mailed to over 1, 500 residents in the local historic districts and owners of individual local landmarks, articles submitted to the Gifford Park Association and Northeast Neighborhood Association quarterly newsletters, and bilingual flyers distributed door to door by volunteers from the Elgin Heritage Commission. Potential applicants were invited to set up a pre-application meeting with City staff to discuss projects and ensure that supporting documentation would be submitted for consideration. Through this process, projects were planned to maximize the scores and obtain the best benefit from the grant. The following criteria were used to evaluate and score submitted ork applications . Points for specific criterion are indicated in parenthesis : Historic Rehabilitation Grants March 7, 2003 Page 2 1 . Current historic significance of the structure based on Professional surveys of the Historic Districts (10) Note: An additional 10 points were granted to a property if its significance changed from non-contributing to contributing, or contributing to significant after the grant project was completed. 2 . Proposed work to the structure - This item is evaluated on a scale ranging from 10 to 50 . Reconstruction of missing structures and multiple restoration work on primary facades scores higher (50) than continuing maintenance (10) . 3 . Evaluation of relative visual public benefit or impact to the streetscape. Issues such as visibility and location within the neighborhood, and anticipated change in appearance after completion of work were considered. The item was evaluated by members of the Elgin Heritage Commission on a scale of 1 to 20 . 4 . Cost of the project - larger projects score higher (10) . 5. Occupancy - owner occupied houses score higher (5) . Total number of grant recipients 11 11 11 11 allowed by the $100, 000 program allocation. Before disbursement of funds, recipients will be required to furnish all documentation required by the City and the Elgin Heritage Commission on their projects and sign an agreement with the City to fulfill the requirements of the grant program. If any of the recommended recipients of the grant are unable to fulfill the requirements of the program, it is suggested that eft- the next eligible application on the list be chosen and awarded the grant . Please note that one of the applicants receiving funding, Barb Iverson at 1011 N. Spring Street, is a City employee. However, she is not an employee of the Planning and Neighborhood Services Department, which administers the grant program. In addition, two of the applicants are pending individual local landmarks, 616 and 636 Park Street . The property owners have been advised that they must receive landmark status prior to signing a grant agreement with the City. A public hearing is scheduled for the Elgin Heritage Commission to hear the landmark applications on March 4, 2003 . The Elgin Heritage Commission will submit its recommendation to the Council of the Whole on March 26, 2003 and await final approval from the City Council on April 9, 2003 . If the applicants are not recommended for landmark status, the next eligible application on the list will be chosen and awarded the grant . It should be noted that the initial funding allocated to the project proposed for 636 Park Street is less ($3, 472 . 50) than the allowed maximum ($6, 614 . 00) . It was decided by members of eft. the Commission that due to constraints of the budget, they would emk. Historic Rehabilitation Grants March 7, 2003 Page 4 offer the property owner a percentage (52%) of the maximum allowed funding for the project, and allow the owner to apply for the additional $3, 141 .50 if any of the recommended recipients are unable to fulfill the requirements of the program. Program goals include highlighting historical and architectural features, not basic minimum code compliance. One of the program requirements is that properties be compliant with building codes on the exterior prior to receiving City reimbursement . The attached table summarizes the name and addresses of the grant applications received, the points scored using the objective selection criteria, the total project cost estimate, and the maximum allocated grant amount. The grant program, at the $100, 000 funding level, will generate approximately $196,438 . 50 in additional private investment for exterior rehabilitation activity to structures within Elgin' s historic districts in accordance with the historic preservation ordinance. The applications not selected to receive funding from this grant program will continue to receive technical assistance from the City to be completed according to the requirements of the historic district guidelines. The applicants will also be encouraged to apply for alternate funding programs such as the 75/25 Historic Architectural Rehabilitation Grant Program and the Residential Rehabilitation Grant program for low to moderate income property owners administered by the City' s Planning and Neighborhood Services Department . Since its inception in 1995, the program has utilized $768, 771 . 76 in funding. This has leveraged an amount of $1, 829, 388 .38 in total rehabilitation project costs in Elgin' s historic districts. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED The Elgin Heritage Commission' s Grant Review Subcommittee completed an exhaustive review of each application at a special meeting held on Monday, February 24, 2003 and prepared its final • • r Historic Rehabilitation Grants March 7, 2003 Page 5 recommendation. The Commission has supported the evaluation and concurs with the grant recipients selected. FINANCIAL IMPACT The project has a 2003 fiscal year budget of $100, 000 . Expenditures from this program will be charged to the Elgin Riverboat Fund (account number 275-0000-791. 78-99, project number 079860) where sufficient funds exist ($100, 000) . LEGAL IMPACT An agreement will be entered into between the City and each grant recipient outlining the procedures and requirements of the program and defining the scope of work for each project . ALTERNATIVES r 1 . Approve the list of selected recipients eligible for the 2003 50/50 Historic Architectural Rehabilitation Grant Program. 2 . Reject the list of selected recipients for the program RECOMMENDATION The Elgin Heritage Commission and City staff recommends that the City Council approve the grant recipient eligibility list and direct staff to execute the grant agreements.
