HomeMy WebLinkAbout03-82 Resolution No. 03-82 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH GETDOWN UNDERGROUND FOR THE COUNTRY KNOLL RELIEF SEWER PROJECT WHEREAS, the City of Elgin has heretofore entered into a contract with Getdown Underground for the Country Knoll Relief Sewer Project ; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that David M. This change order affects a contract entered into between the City of Elgin and Getdown Underground of Batavia, IL, an Illinois corporation, dated June 26, 2002 for the Country Knoll Relief Sewer Project. REASONS FOR CHANGE: This Change Order No. 1 is in the best interests of the City and is authorized by law. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount the contract will be revised is as follows: See Attachment A The original contract with Getdown Underground is $279,348.99. By reason of Change Order No. 1, the contract for the Country Knoll Relief Sewer Project will be increased in the amount of thirty four thousand one hundred seven and 00/100 dollars ($34,107.00). The new contract amount, inclusive of Change Order No. 1 and Final is three hundred thirteen thousand four hundred fifty five and 99/100 dollars ($313,455.99). This condition caused the foundation on which the sanitary sewer was to be placed to be unstable. This material had to be removed and replaced with suitable bedding material. There was no pay item in the contract for this work. ($4,800.00 increase) INLETS TO BE RECONSTRUCTED Existing inlets at the corner of Country Knoll and Oakmont were originally constructed of brick and mortar: They were in poor condition prior to construction and deteriorated even more during installation of the sewer. There was no pay item in the contract for this repair. ($1,400.00 increase) PAVEMENT REMOVAL During excavation for the sewer, it was discovered that sections of the street had a concrete base course which had to be removed. Available records indicated that the existing base course was aggregate. Removal of the concrete base course is more time consuming and more costly to dispose of than an aggregate base course. ($3,250.00 increase) PAVEMENT PATCHING 2" The lift station was not operational at the time that the street needed to be paved to maintain access through winter. The permanent patching could not be completed because the sanitary services cannot be installed until the lift station is operational. A temporary patch was necessary to allow for access and plowing of the street during winter. (16,500.00 increase) CONDUIT IN TRENCH 2" PVC SBC/Ameritech requested that the telephone cable be installed in a rigid conduit and not direct burial as the plans showed ($4,902.00 increase) CURB AND GUTTER REMOVAL AND REPLACEMENT The existing high water table that caused the unstable foundation also caused the trench walls to collapse increasing the overall trench width to increase beyond the curbline. BACKGROUND The City Council awarded the contract for the Country Knoll Relief Sewer Project to Getdown Underground at its meeting on June 26, 2002 . The project consists of the installation of a lift station and relief sewer to eliminate sewer backups that currently occur at several homes on Country Knoll Lane. Change Order No. 1 will add five new contract pay items ($30, 852 . 00) and provide additional quantity for one existing contract pay item ($3 , 255 . 00) . The additions are as follows: 1. POROUS GRANULAR BACKFILL A high water table was encountered during installation of the sanitary sewer which was not known at the time bids were submitted. Bond Fund, project number 339620 . Change Order No. 1 will result in an increase to the contract with Getdown Underground of $34, 107. 00 . Funding for this change order is available in the 1999 G.O. Bond Fund, account number 399-4200-795 . 92-41, 2002 Sanitary Sewer Repairs, project number 339665 (available funds are $26, 229 .50) and project number 339663 (available funds are $10, 069 . 85) . Budget transfers will be required. The existing contract with Getdown Underground totals $279, 348 . 99. The new contract value will be $313, 455 . 99 . GAL IMPACT None. ALTERNATIVES 1 . Approve Change Order No. 1 as recommended. 2 . Do not approve Change Order No. 1 . RECOMMENDATION It is recommended that the City Council authorize execution of Change Order No. 1 with Getdown Underground in the amount of $34, 107 . 00 for the Country Knoll Relief Sewer Project .
