TO: Mayor and Members of the City Council ECONOMIC GROWTH
FROM: Olufemi Folarin, Acting City Manager
SUBJECT: Engineering Services Agreement with Crawford, Murphy
& Tilly, Inc . (CMT) for the Spartan Drive Extension -
Section II Design Engineering Services
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider entering into an
agreement with CMT for design engineering for the completion of
plans, specifications and bid documents for the Spartan Drive
Extension - Section II Project .
BACKGROUND
In October 1995, the City entered into an agreement with Elgin
Community College (ECC) which provides for an exchange of land and
the construction of the Spartan Drive Extension west from the ECC
campus to Randall Road. The agreement with ECC was amended in
August 2001 and now includes the requirements that Section II (the
eastern half of the project that remains to be completed) be under
construction by May 1, 2003 and substantially completed by December
31, 2003 . The agreement also provides for the sharing of the costs
for design and construction of Section II with ECC reimbursing the
City 50% of the cost of the work as it is completed.
At its December 17, 1997 meeting, City Council authorized an
agreement with Clark Dietz, Inc . to complete preliminary
engineering for the Spartan Drive Extension Project and on April
28th amended it to include final design engineering. Due to
performance problems during the design, the contract was terminated
after the bid award for Section I and when design engineering was
approximately 30% complete on Section II . The agreement being
considered tonight will provide for completion of the design
engineering and bidding assistance for Section II . A project
location map is attached as Exhibit A.
Spartan Drive Extension, Section II

Proposals were received on January 4, 2002 from four firms :
- Burns & McDonald
- CMT
- Hampton, Lenzini & Renwick (HLR)
- Smith Engineering
A staff selection committee evaluation of the four proposals was
conducted, which resulted in CMT being selected as the most
qualified firm for the project . CMT performed very well in
completing the Section I project as the firm retained for
construction management . A copy of the results of the selection
process is attached as Exhibit B.
Upon selection, CMT met with staff to finalize the project scope
and negotiate their fee . The final negotiated fee is $185, 353 .47 .
As compared to the lowest fee of $107, 646 submitted by Smith
Engineering, CMT included a significant number of hours for the
design of a bridge and for additional wetland investigation. The
original Project Development Report (PDR) indicates that a bridge
/m► may need to be constructed in order to cross some wetland areas
( along the proposed roadway route. Smith Engineering' s proposal
made the assumption that the bridge would not be needed. CMT' s
proposal covers the potential cost for design of the bridge and
includes additional wetland investigations that will make the final
determination as to whether a bridge will be required. If a bridge
is not needed, those design dollars (approx. $41, 600) will not be
expended. CMT' s scope and fee is consistent with those submitted
by Burns & McDonald and HLR.
A copy of the proposed agreement is shown in Exhibit C.

Elgin Community College.
FINANCIAL IMPACT
The agreement with CMT will total $185, 353 .47 . Expenses will be
charged as follows :
Fund - Account Number - Project Amount
Water 381-4000-795 . 92-41 ; 339760 $ 3 , 858 . 32
Sewer 399-4200-795 . 92-41 ; 339760 93 , 858 . 32
Riverboat Lease 276-0000-791 . 93-80 ; 339760 177, 636 . 83
/. Spartan Dr. Extension, Section II
January 25, 2002
Page 3
Sufficient funds are budgeted for the utility portion of the
project .
A total of $70, 000 was budgeted for the non-utility portion of the
project . The remainder of the funds for the City' s portion can be
transferred from a 2001 street project that came in under budget -
Hiawatha-Algona, account number 275-0000-791 . 93-80, project number
399030 .
ECC is responsible to reimburse the City for 50% of the street
improvements ($88, 818 . 42) , and 100% of the Sewer improvements
($3, 858 . 32) .
LEGAL IMPACT
J\P '/None .
ALTERNATIVES
1 . Not approve the contract and choose a different firm.
2 . Not approve the contract and not complete the street extension
in a timely manner, thereby violating the City' s agreement with
ECC.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager
to execute an agreement with Crawford, Murphy & Tilly in the not-
to-exceed amount of $185, 353 . 47 .
Respectfully submitted,
