HomeMy WebLinkAbout02-209 Resolution No. 02-209 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH SEAGREN CONSTRUCTION, INC. FOR THE AIRLITE WATER TREATMENT PLANT IMPROVEMENTS-SECTION II WHEREAS, the City of Elgin has heretofore entered into a contract with Seagren Construction, Inc . for the Airlite Water Treatment Plant Improvements-Section II ; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Olufemi Folarin, Interim City Manager, be and is hereby authorized and directed to execute Change Order No. 1, a copy of which is attached hereto and made a part hereof by reference. s/ Ed Schock Ed Schock, Mayor Presented: June 12 , 2002 Adopted: June 12 , 2002 Omnibus Vote : Yeas : 5 Nays : 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk , ELGIN, ILLINOIS WATER WORKS IMPROVEMENTS AIRLITE WTP IMPROVEMENTS CHANGE ORDER NO. 1 SCOPE This Change Order No. 1 adjusts the Contract Price to account for additions and modifications as indicated below. NATURE OF CHANGES 1. Relocation of Power and Signal Conduits to Bulk Water Station. Re-route electrical conduits from Odor Control Building to Bulk Water Station. Refer to Contractor's letter dated September 25, 2001. 2. Change Door 700 to Flush Aluminum. Door 700 will be changed to flush aluminum instead of the glass door. The City requested that Door 700 be flush aluminum with insulation. Refer to Contractor's letter dated October 15, 2001. 3. Metal Wall Panels in Airlite Filter Gallery. Change installation detail of metal wall panels in Airlite Filter Gallery as shown in Field Order No. 5. Refer to Contractor's letter dated January 21, 2002. 4. Remove 12-inch steel pipe in Boiler Room. Remove steel pipe and perform other work as described in Field Order No. 4. Refer to Contractor's letter dated January 21, 2002. 5. Delete Curbs and Lining in the Odor Control Building Curbs and protective lining were deleted from Contract in Field Order No. 2. Refer to Contractor's letter dated January 28, 2002. 6. Delete HVAC work in Odor Control Building_HVAC work deleted from Contract in Field Order No. 3. Refer to Contractor's letter dated January 21, 2002. 7. "Bisque" color for NaOH tank at Riverside. Specialty color for the NaOH storage tank at the Riverside WTP. Refer to Contractor's letter dated December 3, 2001. 8. Air Line at Riverside Plant. Re-route 2-inch air line to NaOH containment area to avoid excavating in parking lot. Refer to Contractor letter dated January 21, 2002. CO1-1 9. Curbs, Lining, and Terrazzo for Chemical Feed Room. Modify containment, flooring, and piping in Chemical Feed Room at Airlite WTP. Refer to Contractor letter dated January 29, 2002. 10. Paint Lab/Storage Room, Control Room, Storage Room Cabinets. Perform extra painting on Operating Floor of Airlite WTP. Refer to Contractor letter dated September 20, 2001. STATUTORY BASIS FOR CHANGES Change Order No. 1 is necessary and proper due to the following: • The above changes were not anticipated for the reasons listed, at the time the contract with Seagren Construction, Inc. was authorized. • It is in the best interest of the Owner to approve the above changes. • These changes are germane to the intent and scope of the original contract. SUMMARY OF CHANGES IN CONTRACT AMOUNT Adjustments to the Contract Price resulting from the aforementioned items shall be the negotiated lump sum prices covering all compensation due for the work as shown in Table 1 in the amount of$30,225. PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider authorization of Change Order No. 1 for the Airlite Water Treatment Plant Improvements - Section II , with Seagren Construction Inc . BACKGROUND On July 25, 2001, the City Council awarded a contract to Seagren Construction Inc, Elgin, Illinois, for the Airlite Water Treatment Plant Improvements - Section II . Change Order No. 1 items are further explained in the attached letter from Black & Veatch dated 4/11/02 and include the following: 1 . Relocation of Power and Signal Conduits to Bulk Water Station at Riverside Water Treatment Plant to accommodate the new Caustic Soda Storage and Feed System. 2 . Change Door 700 to Flush Aluminum. 3 . Metal Wall Panels in Airlite Filter Gallery. 4 . Remove 12-inch steel pipe in Boiler Room. 5 . Delete Curbs and Lining in the Odor Control Building. 6 . Delete HVAC work in the Odor Control Building. 7 . "Bisque" color for Sodium Hydroxide tank at Riverside. 8 . Re-route Air Line at Riverside Plant . 9 . Curbs, Lining, and Terrazo for Chemical Feed Room. 10 . Paint Lab/Storage Room, Control Room, Storage Room Cabinets. € Airlite Plant Improvements - Section II, Change Order No. 1 May 3, 2002 Page 2 These 10 items were not anticipated at the time the contract with Seagren Construction was authorized, and it is in the best interest of the City to approve the above changes . A copy of Change Order No. 1 is attached. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None OV IMPACT The total budget for this project is $2 , 923 , 000 . The total cost for Change Order No. 1 is $30, 225 which can be funded from Account Number 420-0000-771 . 92-36, Water Development Fund, Buildings & Structures, project number 409543 , where sufficient monies are available . The original contract with Seagren Construction was $2, 372, 200 . This change order will bring the total contract to $2, 402 , 425 . Remaining funds available are $79, 534 . LEGAL IMPACT \WWThe proposed change order is being reviewed by the Legal department . ALTERNATIVES 1 . Do not approve the Change Order at this time . RECOMMENDATION It is recommended that the City Council authorize the execution of Change Order No. 1 in the amount of $30, 225 with Seagren Construction Inc. The change order includes 9 work items. Change Order No. 1 results in a net increase of$30,225 to the Contract Price. All of the work items in the change order have been previously discussed and recommended for acceptance in previous correspondence. The pricing for each item was determined to be fair and reasonable for the work to be performed. However, for your use and convenience,this letter briefly summarizes the background and reasons for, and advantages of each change order task below. 1. Relocation of Power and Signal Conduits to Bulk Water Station. During excavation for the NaOH storage tank containment area at the Riverside plant, electrical conduits to the bulk water station were encountered. These conduits had to relocated in order to construct the storage tank containment area. This item includes the costs to Seagren Construction and its electrical subcontractor. 2. Change Door 700 to Flush Aluminum. At the request of the City, Door 700 at the Airlite WTP was changed from glass with an aluminum frame to flush aluminum. The City preferred to have a solid metal door with insulation. This item includes the increased cost for the flush aluminum door. 3. Metal Wall Panels in Airlite Filter Gallery. The details in the contract drawings showing the installation of new metal wall panels for the Airlite Filter Gallery were revised after it was determined that the metal tee supporting the coping on the outside of the Filter Gallery is in poor condition and needs to be replaced. New details for the installation of the metal wall panels were issued in Field Order Page 2 Mr. Peter Bityou B&V Project 31264.438 March 26,2002 No. 5. This item includes the costs to Seagren Construction for the extra work required by Field Order No. 5. 4. Remove 12-inch steel pipe in Boiler Room. At the request of the City,the 12-inch steel pipe running from the Boiler Room to the 24-inch filter effluent line will be removed. Field Order No. 4 addresses this work. This line is no longer used and removing the pipe will increase the available floor space in the Boiler Room. This item covers the costs to Seagren Construction and its subcontractor for the removal of the pipe and related repair work. 5. Delete Curbs and Lining in the Odor Control Building. Because the City no longer uses the Odor Control Building at the Airlite WTP,the City requested that the planned curbs and protective lining for the NaOH feed area be deleted from the Work. Field Order No. 2 addresses this work. This item is a credit to the City reflecting the cost savings for Seagren and its subcontractors. 6. Delete HVAC work in Odor Control Building. Because the City no longer uses the Odor Control Building at the Airlite WTP, the City requested that the planned HVAC work for the Odor Control Building at the Airlite WTP be deleted from the Work. Field Order No. 3 addresses this work. This item is a credit to the City reflecting the cost savings for Seagren and its subcontractors. 7. "Bisque" color for NaOH tank at Riverside. The City selected the"Bisque"color from the manufacturer of the NaOH tank at the Riverside WTP. Because Bisque is a specialty color it is more expensive than the standard colors. This item includes the cost increase to Seagren for providing the tank in bisque. 8. Air Line at Riverside Plant. Seagren proposed and the City accepted re-routing the 2-inch air line going to the NaOH tank containment area. This re-route reduced the amount of work done by Seagren and is a credit to the City in the amount of the savings to Seagren. 9. Curbs,Lining, and Terrazo for Chemical Feed Room. The City requested modifications to the layout of the chemical feed pumps, containment curbs, and flooring in the Chemical Feed Room at the Airlite WTP to provide a separate containment area for the chemical feed equipment. This item reflects the increased costs to Seagren and its subcontractor based on the revised layout. 10. Paint Lab/Storage Room, Control Room, Storage Room Cabinets. The City asked Seagren to have its painting subcontractor perform extra painting in the above areas of the Airlite WTP. This item reflects the cost of the painting. B&V will provide Change Order No. 1 to Seagren for signature, upon your approval. This proposed Change Order covers Work items for which the City has received price quotations from Seagren Construction. Please contact us if you have any questions regarding this change order.
