FOR THE i'IVER INTAKE AND PUMPING STATION EXPANSION - SEC ION I PROJECT WHEREAS, the City of Elgin has he •etofore entered into a contract with Martam Construction, Inc. or the River Intake and Pumping Station Expansion - Section I Prosect; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Joyce A. Modifications to Access Road. Modify the roadway thsign to provide better drainage. Adjust price based on modified quantities of asphalt, g . ular fill, and excavation as described in Black&Veatch's letter dated April 30, 2011. 2. Repairs to 12-inch Water Main. Repair 12-inch water ain south of Bay View Road as described in Black &Veatch's letter dated April 30, 2111. 3. Refurbishment of 12-inch Water Main. Refurbish 12 ch water main north of Bay View Road as described in Black&Veatch's letter dated Ap ' 30, 2001. 4. Spring 2001 Paving. Pave surface course of Access R i ad in May 2001. Paving delayed by work on Section II of Contract. Change Order No. 1 is necessary and proper due to the follow g: • The Circumstances said to necessitate the chane in performance were not reasonably foreseeable at the time the contract as signed, and • These changes are germane to the intent and scope of the original contract, and • The change order is in the best interests of the ity and authorized by law. Parker, City Manager EFFICIENT INFRASTRUCTURE SUBJECT: ANO QW LIT Y INFRASTRUCTURE SUBJECT: Change Order No. 1 and Acceptan e of River Intake and Pumping Station Expansion - Section I PURPOSE The purpose of this memorandum is to prov. de the Mayor and members of the City Council with information to colsider authorizing final payment and acceptance of the River Intake and Pumping Station Expansion - Section I project, completed by Martam Construction Inc . BACKGROUND On February 23 , 2000, the City Council a.lproved the award of the construction contract in the amount of $447 , 570 to Martam Construction Inc . for the River Intaie and Pumping Station Expansion - Section I project . This project was successfully complet-d on time by Martam Construction Inc . , per the plans and specifications prepared by Black & Veatch. Change Order No. 1 (copy attached) consi-ts of four items, which include modifications to access road, re.lairs to an existing 12- inch water main that had broken during the construction process due to corroded restrained joint bolts, refurb shment of additional 12- inch water main that included replacemeIt of corroded bolts at several joints, and paving. This cost, totaling $36, 383 , was not anticipated in the original contract and these changes are germane to the intent and scope of the original coltract . The change order includes 4 work items. Change Order No. 1 results in a net increase of$36 83.00 to the Contract Price. Al}of the work items in the change order have been •reviously.discussed and recommended for acceptance in previous correspon•ence. The pricing for each Item was determined to be fair and reasonable for the work to •- performed. However,for your use and convenience,this letter briefly summarizes e background,reasons for,and advantages of each change order item below. 1. Modifications to Access Road. The design • the Access Road was modified to provide better drainage. The modifications -.uired Martam to adjust the quantities of granular fill,asphalt,and excav: ;on. The modifications result in a credit to the City. 2. Repairs to 12-inch Water Main. This item eludes the extra work done to repair a break in the existing 12-inch water main •uth of Bay View Road parallel to the new 30-inch intake main. The repairs inclu e restraining ductile iron pipe connections,placing a concrete thrust block,and backfilling the area around the break. 3. Re is en AlLizglOr Main. At e request of the City,Martam exposed a several joints on the existing 12-'1 ch water main at a location north of Bay View Road. Additional joint restraint ttings were provided and installed. Due to delays in Section II of the River Intake and Pumping , Station Expansion Contract,Martam was req • ed to install the asphalt base,but • delay paving the surface course of the Access i' oad until May 2001. The costs due to remobilization,increased asphalt costs,and saw cutting the base course are included in this item. We will forward five copies of the proposed change .rder to Martam for their execution. Martam will need to sign and date each copy and the. deliver all five copies to you for final consideration,processing and distribution. If:you concur,we suggest this change order be plat-. on the next City Council Meeting agenda for consideration.If approved,please distrib executed copies of the change order as follows: City of Elgin(2 copies),Paul Rom 1 copy)and Bob Renfrow(1 copy). Parker, City Manager AND QUALITY INFRASTRUCTURE SUBJECT: Final Payment and Acceptance of Riverside Plant Expansion PURPOSE The purpose of this memorandum is to proviie the Mayor and members of the City Council with information to colsider authorizing final payment and acceptance of the Riverside Water Treatment Plant expansion project, completed by River Cit Construction L.L. C. of East Peoria, Illinois . BACKGROUND teb' On March 26, 1997 , City Council appr.ved the award of the construction contract in the amount of $ 7, 520 , 000 to River City Construction for the 16-million-gallon expansion to the Riverside Water Treatment Plant . There were nine change orders issued in .his project . The total cost of deduct items was $652, 206 . 60 and the total cost of added items was $690, 114 . 00 . The total net aided to the contract is $37, 907 . 40 . The revised contract amount . s $17, 557, 907 . 40 . The project was substantially completed on April 9, 1999, and accepted for final completion on October 14 , 1999 . Since then, some 200 deficiencies have been resolved. he final item was touch- up painting in the secondary basin which as put on hold until the weather allowed for painting. The new treatment train, 5-million- gallon reservoir and associated chemical and control system have been operational since substantial comple ion.
