FOR REPAIR OF AIRLITE DEEP WELL 3A WHEREAS, the City of Elgin has heretofore entered into a contract with Layne Western Inc . for repair of Deep Well 3A at the Airlite Water Treatment Plant ; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby authorized and directed to execute Change Order No. 1, a copy of which is attached hereto and made a part hereof by reference. s/ Ed Schock Ed Schock, Mayor Presented: October 24 , 2001 Adopted: October 24 , 2001 Omnibus Vote : Yeas : 5 Nays : 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk CITY OF ELGIN, ILLINOIS Airlite Deep Well 3A CHANGE ORDER NO. 1 SCOPE This Change Order No. 1 adjusts the Contract Price to account for additions and modifications as indicated below: BASIS FOR CHANGE: C01-1 Development to Well 3A A review and comparison of the Airlite's five well construction and development activities identified that considerable less development was preformed during the construction to 3A well compared with the rest of the deep wells . During the development of all five wells at Airlite site, explosives were used to enlarge the well bore through the Galesville sandstone aquifer. The Contractor, Layne Western is recommended that "block shot shooting" be used to further develop well 3A. City staff reviewed the procedure and concur with the recommendation. The cost of development to the well is $7, 830. • The above changes were not anticipated, for the reasons listed, at the time the contract with Layne Western was authorized. • It is in the best interest of the City to approve the above changes. CHANGES IN CONTRACT AMOUNT Adjustments to the Contract Price resulting from the aforementioned item shall be the following negotiated lump sum price covering all compensation due for the work. Item Add CO1-1 Development to Well 3A $7, 830 Total Net Contract Adjustments: Change Order No. 1, Add $7, 830 CO1-1 The net change to the Contract Price is summarized as follows: Original Contract Price $ 17, 835 Change Order No. 1, Add $ 7, 830 New Contract Price $ 25, 665 ACCEPTANCE: The changes and conditions set forth in this Change Order No. 1 are hereby accepted. Parker, City Manager SUBJECT: Change Order No . 1 to the Airlite Deep Well 3A Contract with Layne Western Inc . PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider the authorization of Change Order No. 1 for the subject project . BACKGROUND The repairs to the Well No. 3A at Airlite Water Treatment Plant was awarded by the City Council to Layne Western on July 26, 2000 in the amount of $17, 835 . This contract provides for unit pricing for various services that may be required to return the well to service . Tear down and inspection of the pump identified a barium coating throughout the pump. This well has had a history of barium precipitate problems since the late 1970 ' s resulting in pump seizures and motor failures . A review and comparison of the Airlite' s five well construction and development activities identified that considerable less development was preformed during the construction to 3A well compared with the rest of the deep wells . In all cases of development of the five deep wells at Airlite site, explosives were used to enlarge the well bore through the Galesville sandstone aquifer. Layne Western is recommending that "block shot shooting" be used to further develop well 3A. The cost of development to the well is $7, 830 . This item was not anticipated at the time the contract with Layne Western was authorized and the approval of this change order is in the best interest of the City. ., v r Change Order No. 1-Well 3A October 12, 2001 Page 2 With the City Council' s approval , staff will enter into a change order with Layne Western, who will subcontract the additional well development work to Warrior Industries, Olney Illinois in the amount of $7, 830 . COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None . FINANCIAL IMPACT The original contract with Layne Western was for $17, 835 . With the change order, the total contract is now $25, 665 . Funds are available for the final payment of $7, 830 in account number 401- 4002-771 .40-02 . LEGAL IMPACT 14 None . f % em- ALTERNATIVES None .
