HomeMy WebLinkAbout01-284 Resolution No. 01-284 RESOLUTION APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH ICCS, A UNIT OF WOODARD & CURRAN, FOR WATER DEPARTMENT CONTROL SYSTEM MAINTENANCE SERVICES WHEREAS, the City of Elgin has heretofore entered into a contract with ICCS, a Unit of Woodard & Curran, for water department control system maintenance services; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager, be and is hereby authorized and directed to execute Change Order No. 1, a copy of which is attached hereto and made a part hereof by reference. s/ Ed Schock Ed Schock, Mayor Presented: October 24 , 2001 Adopted: October 24 , 2001 Omnibus Vote : Yeas : 5 Nays : 0 Attest : s/ Dolonna Mecum Dolonna Mecum, City Clerk CITY OF ELGIN, ILLINOIS Water Department Control System Maintenance CHANGE ORDER NO. 1 (FINAL CHANGE ORDER) SCOPE This Change Order No. 1 adjusts the Contract Price to account for additions and modifications as indicated below: BASIS FOR CHANGE: CO1-1 Emergency Repair. After losing control of transfer pumps and automatic filter controls at Riverside Water Treatment Plant on July 28, 2001, ICCS was called in to resolve the Control System failure. They determined that loss of communications from Eigin_1 SCADA Server and Programmable Logic Controller PLC# 1 (Filter Controls) was caused by a hardware failure with a fiber optic hub port. Cables were re-routed around the defective port allowing system functions to return to normal. CO1-2 Chemical Feeders Program Development. To insure proper operation of the Chemical feeders at Airlite Water Treatment Plant, ICCS developed a program and configured the SCADA for Chlorine feeders, Carbon Dioxide, Ferric Sulfate, Fluoride,Lime and Polyphosphate. • The above changes were not anticipated, for the reasons listed, at the time the contract with ICCS was authorized. • It is in the best interest of the City to approve the above changes. • These changes are germane to the intent and scope of the original contract. CHANGES IN CONTRACT AMOUNT Adjustments to the Contract Price resulting from the aforementioned items shall be the following negotiated lump sum prices covering all compensation due for the work. Item Add CO1-1 Emergency Repair $2,750 CO1-1 CO1-2 Chemical Feeder Program $6,080 Total $8,830 Total Net Contract Adjustments: Change Order No. 1, Add $8,830 The net change to the Contract Price is summarized as follows: Original Contract Price $ 26,732 Change Order No. 1, Add $ 8,830 New Contract Price $ 35,562 ACCEPTANCE: The changes and conditions set forth in this Change Order No. 1 are hereby accepted. Parker, City Manager SUBJECT: Water Department Control System Maintenance - Change Order No. 1 PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider authorizing Change Order No. 1 to the Agreement for Engineering Services with ICCS, a unit of Woodard & Curran, to provide emergency services and develop a chemical feed system program and configure the Supervisory Control and Data Acquisition (SCADA) at the Airlite Water Treatment ft' Plant . BACKGROUND On July 12 , 2000, the City Council awarded a contract to ICCS, a unit of Woodard & Curran, of Savoy, Illinois, for Water Department Control System maintenance services . Change Order No. 1 which was completed at Riverside Water Treatment Plant included emergency repair due to equipment failures and development of a program and configuration of the SCADA system for Chlorine feeders, Carbon Dioxide, Ferric Sulfate, Fluoride, Lime and Polyphosphate to insure proper operations of the chemical feeders at Airlite Water Treatment Plant . A copy of Change Order No. 1 is enclosed.
