RESOLUTION
ESTABLISHING A POLICY FOR RIDERS IN
POLICE AND FIRE DEPARTMENT MITOR VEHICLES
WHEREAS, it is necessary and desira.le to establish a policy
concerning riders in police and fire d=partment motor vehicles
other than members of such departments .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS, that the City Council hereby establishes the
following policy for riders, other than embers of the police and
fire departments, in police and fire department vehicles .
A. Fire Department Equipment or Vesicles : No person who is
not an elected officer or employee of th City of Elgin shall be
permitted to ride in fire department equi.ment or vehicles without
the approval of the Fire Chief . All person not employed by the
City of Elgin who are permitted to ride equipment or vehicles for
other than transport purposes shall sign a waiver and release of
liability, in a form approved by the Corperation Counsel and shall
provide proof of insurance covering said riders .
B. Police Department Vehicles : io person who is not an
elected officer or employee of the City of Elgin shall be permitted
to ride in a police department motor vehicle except :
1 . Observers who sign a waiver and release of liability
in a form provided by the Corporation Counsel may be allowed
to ride for a maximum of four hours mer year.
2 . Elgin Police Explorer Scou Post members may ride no
more than twice a month for a maximus of four hours and shall
sign a waiver and release of liabili y in a form approved by
the Corporation Counsel .
3 . College students who are enrolled in a criminal
justice program and who are engaged in serving an internship
with the Elgin Police Department . S ch persons shall sign a
waiver and release of liability in a form approved by the
Corporation Counsel .
4 . Clergymen participating in the police department' s
Chaplains Program.
5 . Members of the police and fire commission on two
occasions annually.
C. Persons Under 18 : Persons who are under 18 years of age
shall not be permitted to ride in police or fire department motor
vehicles .
BE IT FURTHER RESOLVED that the polic, hereby established does
not apply to ambulance patients or perso s in police custody.

SUBJECT: Consideration of a Change in Policy for Riders
in Police and Fire Department M tor Vehicles
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information on a requested resolution
change to the policy for riders in Policend Fire Department motor
vehicles . Attached are copies of the 987 resolution and the
proposed resolution. Changes are noted i italics .
E BACKGROUND
The original resolution establishing a policy for riders in Police
and Fire Department motor vehicles was passed in July 1987 . Since
that time, there have been requests fro outside agencies, fire
departments, ambulance services and other individuals to ride with
our ambulances in order to meet state license requirements as
Emergency Medical Technician-Basics (EMT- :) and Emergency Medical
Technician-Paramedics (EMT-P) . There ha e also been ride-a-long
requests from licenced EMT-Bs and EMT- 's in an effort to get
required continuing education credits . Most recently, licensed
EMT-Bs from the Grand Victoria Casino ha e requested ride time .
This experience can be most valuable to them due to our close
working relationship with them as well as others . It would enhance
team work between groups as well as providing them some field
experience of which they have little. The resolution, as currently
written, limits our ability to be flexibl- in these matters . The
requested change would give greater discdetion to the Fire Chief
and the Fire Department in determining the appropriateness of
riders on our vehicles . In the future, other circumstances may
present themselves in which it would be to our benefit to have
discretion in these matters . The Elgil Police Department was
consulted on any further changes to this r=solution. They reported
rno requests for change at this time.

The alternative to this revision would be to maintain the
resolution as it presently exists or to d velop alternate language
to effect a change to a more flexible po icy.
RECOMMENDATION
It is recommended that the City Council approve the revised
resolution as written.

paramedic certification and hospital nurses who ride i order to obtain certification as a
trauma nurse specialist. All persons not employe by the City of Elgin who are
permitted to ride in fire department motor vehicles shall sign a waiver and release of
:liability, in--a �arm approved by the Corporation C unset and shall provide proof of
insurance covering the said riders.
