RESOLUTION
AUTHORIZING EXECUTION OF A DEDICATION OF AN ADDITION TO
BLUFF SPRING FEN NATURE PRESERVE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Ed Schock, Mayor and Dolonna Mecum, City Clerk, be
and are hereby authorized and directed to execute a Dedication of
an Addition to Bluff Spring Fen Nature Preserve on behalf of the
City of Elgin with the Illinois Nature Preserves Commission, the
Illinois Department of Land Resources and the Governor of the State
of Illinois for a nature preserve, a copy of which is attached
hereto and made a part hereof by reference.

DEDICATION OF AN ADDITION TO
BLUFF SPRING FEN NATURE PRESERVE
KNOW ALL PEOPLE BY THESE PRESENTS, that the City of Elgin, being
the owner thereof, does hereby dedicate as nature preserve buffer to Bluff Spring Fen
Nature Preserve the following described real property lying adjacent to said preserve:
Refer to Exhibit A
The property hereinabove described is dedicated for the purposes, and shall
be held, maintained, and used, as provided for nature preserve buffer in the Illinois Natural
Areas Preservation Act (525 ILCS 30). The Property is further dedicated for the purposes,
and shall be held, maintained, and used, as provided for nature preserve buffer in any
amendment to said Act enacted hereafter. but no such amendment shall alter the exclusive
commitment of said property for the purposes specified in said Act as of the date of this
dedication.
Said buffer area may be developed, managed, or used for conservation,
recreation, or service purposes as may be jointly approved by the Illinois Nature Preserves
Commission and the owner or shall be managed as if it were part of the adjacent nature
preserve.

The dedication provided for herein is not intended nor shall be construed as a
conveyance of any title interest to the property and the City of Elgin hereby expressly
retains title to the property.
The City of Elgin, its successors or assigns, shall have custody and manage-
ment of the property herein dedicated, subject to the Rules for Management of Illinois
Nature Preserves, as amended, and any approved master plan.

The Addition as Buffer to Bluff Spring Fen Nature Preserve consist of 3 parcels owned by the City of Elgin
totaling 4.34 acres. These parcels are located in Sections 19 and 30, Township 41 North, Range 9 East of
the Third Principal Meridian, in the City of Elgin, Cook County, Illinois described as follows:

Of that part of Section 30, Township 41 North, Range 9 East of the Third Principal Meridian, in Hanover
Township, described as follows: Township and Range aforesaid, a distance of 1003.00 feet east of the
Northwest comer of said section; thence east a distance of 263.00 feet; thence southeast at an angle of 50

SUBJECT: Bluff Spring Fen Land Expansion
PURPOSE
Item No.
RIVER AS A RESOURCE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider designating 4.3
acres of City owned land as protected nature preserve to join the
Bluff Spring Fen.
BACKGROUND
Bluff Spring Fen Nature Preserve is a 91 -acre site owned in part by
the Water Reclamation District of Greater Chicago (70 acres) and
the City of Elgin (21 acres). Bluff Spring Fen was recognized by
the Illinois Natural Areas Inventory for extant high-quality
graminoid fen, sedge meadow, and calcareous seep wetland
communities. In addition, the site supports 12 State -listed
endangered or threatened plant species and one State listed
threatened insect.
The proposed addition consists of three tracts of land totaling
4.34 acres. Two of the tracts were purchased by the City in 1996
as part of its continuing effort to acquire property and remove
homes located in the Poplar Creek Flood Plain. The third tract was
conveyed to the City as condition for approval of the Bluff Fen
Subdivision dedicated in 1991.
The City will continue to hold ownership title of the properties.
The Illinois Nature Preserve will oversee the land management and
maintenance of the properties consistent with existing efforts
ongoing in the Bluff Spring Fen.

RECOMMENDATION
It is recommended that the Mayor and City Council approve the
dedication of the three tracts of land totaling 4.34 acres to the
Illinois Nature Preserve for protection.
