RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
KEITH FOSTER GOLF COURSE DESIGN FOR GOLF COURSE DESIGN SERVICES
WHEREAS, the City of Elgin has heretofore entered into a
contract with Keith Foster Golf Course Design for golf course
design services; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager,
and Dolonna Mecum, City Clerk, be and are hereby authorized
and directed to execute Change Order No. 1, a copy of which is
attached hereto and made a part hereof by reference .

CHANGE ORDER NO. 1
ORIGINAL CONTRACT: Phase II contract with Keith Foster Golf
Course Design dated March 5, 1998 for golf course design
services .
SCOPE : This Change Order No. 1 will compensate Keith Foster
Golf Course Design for services related to three additional
golf course routing designs and expenses related thereto.
REASONS FOR CHANGE : The original Phase II agreement provided
for one conceptual plan which included a layout of golf holes,
clubhouse, maintenance area, practice area, parking areas and
driveways . Subsequent to the receipt of the original routing
plans several unanticipated events occurred relating to the
subject site thereby complicating the golf course design. As
a result thereof, Keith Foster Golf Course Design was required
to generate three additional golf course routing designs . The
circumstances said to necessitate the change in performance
were not reasonably foreseeable at the time the original
contract was signed, the change is germane to the original
contract as signed and the change order is in the best
interests of the City and authorized by law.
SUMMARY OF CHANGES AND CONTRACT AMOUNT: The Phase II contract
will be revised as follows :
Original Phase II Contract Amount Including Expenses : $26, 200
Change Order No. 1 Increase : $ 6 , 550
New Total Phase II Contract Amount Including Expenses : $32 , 750
OTHER CONTRACT PROVISIONS : All other contract provisions
shall remain the same .

SUBJECT: Amendment No. 1 to Golf Course Architect Contract -
Phase II with Keith Foster Golf Course Design
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
Amendment No. 1 to an agreement with Keith Foster Golf Course
Design for additional design services for the Sports Complex Golf
Course Project .
BACKGROUND
The original agreement with Keith Foster Golf Course Design was
rm. authorized by City Council on October 28, 1998 for Phase II work
and consisted of hydrology study consultation, conceptual routing
plan revision and preliminary grading plan. Under the original
agreement one conceptual plan was to be provided which included a
layout of golf holes, clubhouse, maintenance area, practice area,
parking areas and driveways.
Subsequent to the receipt of the original routing plan, several
unanticipated events occurred. The City contracted with SDI
Consultants, Inc. to assist in determining whether the abandoned
limestone pit could function as a lake. Foster was used in
concert with SDI to ensure results of the hydro geology study
could be incorporated into a feasible golf course lake
configuration. Furthermore, two additional water sludge lagoons
were added to the site complicating the 18-hole golf course
design. As a result, Keith Foster Golf Course Design was
required to generate three additional golf course routing
designs .
Mr. Foster has requested an additional $6, 550. 00 to compensate
for the additional work required because of the unforseen
circumstances as stated above.

RECOMMENDATION
It is recommended that City Council approve Amendment No. 1 in
the amount of $6, 550 with Keith Foster Golf Course Design for
additional Phase II work and authorize staff to execute the
amendment .

Dear Jim,
We are very excited to be working with you and the City on the golf course project. When completed
it will be a wonderful addition to the City of Elgin.
I did want to follow up on our phone conversation as it relates to our proposal. Our proposal consists
of 2 phases. The first has to do with the routing phase while the second pertains to the conceptual
grading phase. I do not anticipate the 2nd phase of our proposal adjusting and believe everything can
remain as planned.
The first phase however will require more time than intended and wanted to speak with you about the
additional time requirement. To date,we have spend$4,000 of the$5,000 cap for fees. The remaining
$1,000 will be applied to the additional time requirements.
I anticipate:
• 3 days of my time (1 design, February 15th meeting, March 8th meeting)
• 2 days of Art's time (2 design)
• 4 days of staffs time
The total time requirement to complete the revised plan totals $7,550 in anticipated fees minus the
$1,000 left equals an additional $6,550. The expenses costs will only be increased slightly due to the
additional airfare for the 2 upcoming trips.
I do apologize for having to quickly ask for an increase in the cap. But as you know, the original intent
was to confirm the previous routing. Instead the routing was redrawn to fit the site issues more
carefully. I do sincerely appreciate your understanding.
