RESOLUTION
INCREASING THE NUMBER OF STOPS FOR SOLID WASTE
GARBAGE, RECYCLING AND YARD WASTE PAYMENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the City of Elgin shall make payment to Waste
Management for 20 , 464 stops for residential garbage, recycling
and yard waste and 2 , 960 multi-family units at 75% of the
contract rate for solid waste garbage and recycling for the
period January 1, 2000 through June 30, 2000 .

SUBJECT: Solid Waste Contract Payments
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider the approval for
the number of household stops for which the City makes payment
pursuant to the subject contract with Waste Management.
BACKGROUND
We have documented that the number of household stops listed in the
contract with Waste Management (WM) should be increased by 78 to
account for the number of new single-family housing units
constructed on public streets from July 1, 1999, through December
31, 1999.
Therefore, the contract number of single-family housing " stops"
should be increased by 78, from 20, 386 to 20, 464 . This number will
remain in effect for the next six months (January 1, 2000 through
June 30, 2000) .
Another adjustment to be made to the contract is the number of new
units from multi-family developments that are currently under
construction. Multi-family developments receive garbage and
recycling service via curbside collection, or through permanent
dumpsters/carts, depending on the type of housing structure. Yard
waste services are not provided. Per our contract, multi-unit
developments receiving curbside service are paid at 75% of the
regular contract rate. Developments receiving dumpster/cart
service are billed for recycling based on the number of housing
units ($1 . 77/unit/month) , and for trash based on volume
($4. 35/yard) .

INANCIAL IMPACT
A 2. 4% rate increase on all solid waste contractual services took
effect on January 1, 2000. The following is a summary of the new
rates effective January 1, 2000 - December 31, 2000:

The total cost per month varies depending on the volume of garbage
produced at each complex.
Based on these rates, costs for the additional number of stops are
detailed as follows:
New Single-Family Stops
78 x $10. 38/mo/unit (Jan-March) = $809. 64/mo
78 x $11. 18/mo/unit (Apr-June) = $872 . 04/mo
New Curbside Multi-Family Stops
124 x $7 . 78/mo/unit (Jan-June) = $964 . 72/mo
New Dumpster/Cart Multi-Family Stops
Recycling Service 8 x $1 . 77/mo/unit = $14 . 16/mo
Trash Service 16 yds (estimated) x $4 . 35/yd = $69. 60/mo
We estimate that the new household stops will cost an additional
$1, 889. 32 per month over the next six months. Sufficient funds
are available in the 1999 Refuse Services Budget, account number
010-3331-754 . 33-02, to cover these additional costs.

RECOMMENDATION
It is recommended that the City Council authorize an increase in
the number of single family "stops" listed in the contract with WM
by 78 to a new total of 20, 464, which will remain in effect for six
months (January 1, 2000 through June 30, 2000) . Further, payment
should be authorized for 132 additional multi-family units (for a
total of 2, 960) for the next six months.
