RESOLUTION
AUTHORIZING EXECUTION OF AN EMPLOYMENT AGREEMENT WITH
CHERIE MURPHY AS A NEIGHBORHOOD LIAISON FOR THE CITY OF ELGIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Joyce A. Parker, City Manager, and Dolonna
Mecum, City Clerk, be and are hereby authorized and directed
to execute an Employment Agreement on behalf of the City of
Elgin with Cherie Murphy for the position of Neighborhood
Liaison for the City of Elgin for the period October 30, 2000
to April 13 , 2001, a copy of which is attached hereto and made
a part hereof by reference.

EMPLOYMENT AGREEMENT
This agreement is hereby made and entered into this /.S rday of ,R,'d V 2000 by and
between the City of Elgin, Illinois, a municipal corporation (hereinafter referred to as "City"), and
Cherie Murphy (hereinafter referred to as "Murphy").
WHEREAS, the City desires to employ Cherie Murphy as a Neighborhood Liaison during
the term of this agreement; and
WHEREAS, Cherie Murphy is willing and able to accept appointment as the City's
Neighborhood Liaison upon certain terms and conditions; and
NOW THEREFORE, in consideration of the mutual promises and covenants contained
herein, the sufficiency of which is hereby acknowledged, the parties hereto hereby agree as
follows:
1) Murphy shall be employed by the City during the term of this agreement as a
Neighborhood Liaison under the terms and conditions contained herein.
2) Murphy shall facilitate the establishment of the Neighborhood Council, the Council
Bylaws and Action Plan, develop specific goals and objectives related to the plan,
and shall perform other duties as directed by the City Manager's office in such
manner and during such times as the City shall designate or pre-approve in her bi-
monthly assignment schedule. Murphy's duties shall include, but not be limited to:
a. Serve as a liaison between neighborhood associations and the city to
further revitalization efforts, address neighborhood issues and concerns and
assist with neighborhood outreach to encourage participation and the
development of neighborhood associations.
b. Attend neighborhood association meetings on the city's behalf on a pre-
approved rotating basis and coordinate city staffs' attendance at
neighborhood association meetings to address neighborhood issues.
c. Maintain inter-departmental communication within the city's organizational
structure regarding neighborhood issues.
d. Organize and coordinate at least two neighborhood forums to network and
discuss neighborhood issues.
e. Provide on-going feedback to the city on neighborhood initiatives.
Be responsible to the City Manager or her designee.
g. Perform other related work as assigned by the City Manager or her
designee.
3) City shall pay to Murphy a salary of Twenty Thousand Two Hundred and
Seventy-Five Dollars ($20,275) in equal biweekly installments for her services during the
term of this agreement which shall consist of a period of twenty-six (26) weeks. It is
agreed and understood that such salary shall be the sole and only compensation or benefit
provided to Murphy pursuant to this agreement and that Murphy shall not be entitled to or
receive any other benefits such as vacation, sick leave, health insurance, life insurance or
pension benefits.
4) Murphy shall be subject to and governed by the City's personnel rules
and regulations and the City's travel policy.
5) It is agreed and understood that Murphy's temporary employment pursuant
to this agreement shall be as an at will employee and that this agreement may be
terminated by either party hereto upon thirty (30) days written notice. In the event this
agreement is so terminated, Murphy shall be paid the salary provided in paragraph 3
hereof for the time period prior to termination.
6) The term of this agreement shall commence on 30th day of October,
2000, and shall terminate on 13th day of April, 2001.
7) This agreement shall be subject to and governed by the laws of the State of
Illinois.
8) The terms and provisions of this agreement shall be severable. In the event
that any of the terms or provisions of this agreement shall be deemed to be void or
otherwise unenforceable for any reason, the remainder of this agreement shall remain in
full force and effect.
9) This agreement constitutes the entire agreement between the parties hereto.
There are no other verbal or written understandings or agreements between the parties
hereto. Any modification or amendment to this agreement shall be written and signed by
the parties hereto, or shall be ineffective.

SUBJECT: Consideration of a Contract Neighborhood
Liaison Position
PURPOSE
The purpose of this memo is to provide the Mayor and members of the
City Council with information to consider the position of
Neighborhood Liaison for the City of Elgin.
BACKGROUND
During the discussion of initiatives for the 2000 - 2004 General
Fund Financial Plan, the Mayor and members of the City Council
approved the setting aside of money in the 2000 budget to
facilitate community efforts organized and focused on improving the
quality of life in Elgin neighborhoods as part of City goals under
neighborhood revitalization. The plan was to explore the
development of a Neighborhood Council the like of which has been
used successfully in other cities to provide a direct link between
citizens, neighborhoods and their city government . After
considering ways to put the plan into effect, it was decided that
a six-month contract with an individual who has the background and
has demonstrated the ability to carry out a project of this nature
would be the best approach.
The position will facilitate the establishment of the Neighborhood
Council, the Council' s Bylaws and Action Plan, develop specific
goals and objectives related to the action plan and perform other
duties as directed by the City Manager. Once the Neighborhood
Council is in place, a decision can be made regarding future
staffing.

This is a step in the implementation of a course of action that has
already been approved by the Mayor and members of the City Council .

FINANCIAL IMPACT
The $20, 275 salary for the six month employment contract will be
paid from the $60, 000 approved in the 2000 budget under account
number 010-0302-711 . 4599, project number 030024, for Neighborhood
Council .
LEGAL IMPACT
None.
ALTERNATIVES
The City Council could elect not to move forward with the position
but this will delay the establishment of a Neighborhood Council .
RECOMMENDATION
It is recommended that the contract for the employment of a
Neighborhood Liaison be approved by the City Council for a term of
