RESOLUTION
AUTHORIZING FREE PARKING AT ATTENDED LOTS DURING THE
2000 FINE ARTS FESTIVAL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby authorizes free parking at attended
lots during the 2000 Fine Arts Festival .

SUBJECT: 2000 Fine Arts Festival A NO RECREATIONAL LEISURE
CULTURAL OPPORTUNITIES
Unlimited Parking Request FOR ALL CITIZENS
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider unlimited parking
at all City parking lots during the 2000 Fine Arts Festival.
BACKGROUND
The 2000 Fine Arts Festival is scheduled for August 18, 19, and 20.
The event will begin with a free evening concert by the Elgin
Symphony Orchestra at Wing Park on August 18 at 7 : 30 p.m. On
Saturday, August 19 and Sunday, August 20, all festival activities
will take place at Civic Center Plaza.
As in the past, the City Council is being asked to approve
unlimited parking at the Spring Street parking deck and Civic
Center parking lot on Saturday, August 19, This is a positive
feature of the event, provides a convenience to attendees, and
encourages event attendance.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
American Association of University Women, Elgin Symphony Orchestra,
and Fine Arts Festival Steering Committee.

ALTERNATIVES
The alternative would be to not offer unlimited parking and
maintain current regulation of two-hour minimum parking on Spring
Street parking deck and Civic Center lot on Saturday, August 19,
2000.
RECOMMENDATION
It is recommended that the City Council approve unlimited parking
at the Spring Street parking deck and the Civic Center parking lot
on Saturday, August 19, 2000 in conjunction with the Fine Arts
Festival .
