BE IT FURTHER RESOLVED that Joyce A. Parker, City Manager, be and is hereby authorized and directed to execute any and all necessary documents for the application for funding for the Summit Street Sidewalks Project including but not limited to a local assurance on behalf of the City of Elgin, a copy of which is attached hereto and made a part here of by reference. s/ Kevin Kelly Kevin Kelly, Mayor Presented: March 10, 1999 Adopted: March 10, 1999 Vote: Yeas 6 Nays 0 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk l )4 OF EtC J City of Elgin Agenda Item No. ( /Mkr aF ED 0' March 4, 1999 TO: Mayor and Members of the City Council FROM: Joyce A. Parker, City Manager SUBJECT: Grant Application for Federal Funding for the Summit Street Sidewalk Project PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider authorizing staff to pursue federal funding for the Summit Street sidewalk project by setting aside the City' s share . BACKGROUND In 1994 , the City completed the engineering of the Summit Street sidewalk project . The construction of this project has eft' not yet been budgeted but has been placed on the short list of "Important but not Funded" for the last three budgets . In February 1999, the Council of Mayors sent out a "Call for Projects" notice requesting its member communities to submit ready projects for possible federal funding under the Enhance- ment Program. To be eligible, and increase chances for approval, projects identified should be planned and ready to construct . Plans for the Summit Street sidewalk project were completed in 1995 . There are other important projects in the City, however, none are in this state of readiness . Staff contacted the engineering firm that prepared the speci- fications and plans for this sidewalk project and requested that they complete the application on the City' s behalf . The application requires the agency sponsoring the project, the City of Elgin, to provide written assurance . The City will have to commit to commencing the project within a reasonable time period following the federal approval of the application. Although not specifically stated on the application form, a reasonable time frame is considered to be six months to one year. Because this project is not currently budgeted, the City must commit to funding its share either in 1999 or in the 2000 budget process . A copy of the application is attached for your consideration. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None . Summit Street Sidewalk March 4, 1999 Page 2 eb1 ff FINANCIAL IMPACT (../ The estimate for this project is $664, 000, which includes construction, updating plans and permits, plat preparation, easements and inspection. The Enhancement Program would reimburse the City $440, 000, therefore, leaving a funding commitment in 1999 or 2000 for the remaining $224 , 000 . The project could be funded via savings from the 1999 street projects as several projects have been bid under the project budgets . The cost of preparing the application was $556 . 50, which will be charged against the General fund, Engineering and Architec- tural, account number 010-3311-752 . 30-03 . wLEGAL IMPACT None . ALTERNATIVES The City may elect not to pursue funding for this project at this time . e" RECOMMENDATION It is recommended that the Mayor and City Council authorize staff to pursue federal funding via the Enhancement Program for the Summit Street sidewalks project and adopt a resolution committing the City' s share of $224, 000 . Project Relationship. What relationship does your project have with other planned improvements? Check the box that applies to your project. l Project is stand-alone project. ❑ Project is proposed to be developed and implemented with another project. ❑ Project is a part of a larger project(not being implemented at the same time). O Project is an extension of a completed project. Describe any project elements that will be funded with other funds, but implemented at the same time. A detailed cost breakdown should be included further in the funding section. N/A 7-5 December 1998 UNIVERSAL QUESTIONS These questions are important to all projects and reflect the overall goals of the program. Transportation Relationship. Projects must be directly related to the transportation system. Check the box(s) that applies to your project and describe the transportation relationship. ® Project serves a transportation need. By extending the current sidewalk system, the existing need for . pedestrian travel between existing residential, commerical, and employment land uses will be accomodated in a safe manner. El Project provides a transportation use. Project will service the demand for pedestrian / bicycle use along Summit St. (IL-58) . ® Project provides a transportation benefit. By providing an alternate mode of travel to that of a single occupancy vehicle, the proposed sidewalk sill provide a positive benefit to air quality and help reduce congestion, sidewalks will also serve to link existing public transportation (Bus Stops) with intended destinations. 1. What is the predicted usage of the facility? With the close proximity of residential, commerical, office, and recreational uses, as well as being located along a major East/West arterial, the projected usage is anticipated to be high. 2. How much local support and commitment does the project have? What public involvement activities have been held? Preliminary and Pre—Final Engineering has already been completed and was funded entirely by the City of Elgin. 7-6 Office Use Only: ITEP No. December 1993 Universal Questions 3. What is the need for the proposed project? Sidewalks along Summit Street extend East from IL Route 25 along Summit St. (IL-58) to Hiawatha Dr. where they terminate, mixed—use development East of Hiawatha Dr. has led to a need to extend the sidewalks. 4. What are the anticipated benefits of the project? Project will provide an alternate mode of travel to the automobile. Project will provide safe access to those segments or the community that cannot access private automobiles. Project will provide a linkage between public transportation service (Bus) and intended destinations. 5. Does your project have adverse benefits? If yes, explain. There are no perceived adverse benefits. • 6. Describe how accessible your project is to the public and the existing facilities it connects? Through connections to the existing city sidewalk system, a high level of accessibility and connectivity will be provided. 7. Explain your maintenance plan for your project. The City of Elgin currently maintains an extensive network of sidewalks. This minor addition will be managed with the remaining sidewalks for which an on—going maintenance and replacement program already exists. 7-7 December 1998 ENVIRONMENTAL STATUS The following is a checklist of environmental factors to address for actions involving federal funding or permits. For each of the listed factors, answer the question of whether your proposed project would have a beneficial(B)effect, a neutral(N)effect, or an adverse(A)effect. For example, would your project create any significant Land-Use Change, or is it consistent with Local Plans? Would it have any beneficial or adverse Economic impacts? Many transportation enhancement projects will have minor, if any, impacts on these listed factors.
