RESOLUTION
AUTHORIZING EXECUTION OF A GRANT APPLICATION
TO THE ILLINOIS DEPARTMENT OF TRANSPORTATION
FOR POLICE TRAFFIC ENFORCEMENT SERVICES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Kevin Kelly, Mayor, be and is hereby authorized
and directed to execute a grant application to the Illinois
Department of Transportation for police traffic enforcement
services, a copy of which is attached hereto and made a part
hereof by reference.

This project provides funds for the agency to hireback officers during selected
"integrated enforcement" periods. During these periods, certified officers
working overtime will concentrate on enforcement of all traffic laws with
special emphasis on occupant restraint, impaired driving, and speed violations.

SUBJECT: Grant Application - Illinois Department
of Transportation
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council information to consider making a
request for grant funds from the Illinois Department of
Transportation (IDOT) for traffic safety projects .
BACKGROUND
The Elgin Police Department is actively involved in the
r enforcement of drunk driving laws. This problem continues to
plague our city, even as the public attitude about drinking
and driving has begun to change . IDOT has informed us of the
availability of "Safety Grants" for the enhanced enforcement
of the DUI Laws . It is proposed that the City apply for
funding for seven "Roadside Safety Checks" in the amount of
$16, 288 to be performed around major holiday periods
throughout the coming year. The request is for 100 percent of
the overtime costs for officers working this type of DUI
roadblock. A second grant application is also proposed to
fully fund overtime expenses for Elgin Officers to conduct
enhanced patrols, targeting speeding violations, impaired
drivers and seatbelt usage . This enforcement would be
scheduled as manpower is available . The amount requested
under this application is $9, 541 .

OkFINANCIAL IMPACT
—
No matching funds are required for this grant . The only
expense to the City would be incidental costs for uniform use
and any court appearances resulting from arrests. Those costs
will be absorbed by the current department budget .

ALTERNATIVES
The City may chose not to apply for these grants and not
participate in this enhanced enforcement .
RECOMMENDATION
The City should authorize the application for these funds and
use of these funds for their intended purpose .
