SUBJECT: Employment Agreement with Gang Intervention
Program Supervisor
PURPOSE
The purpose of this memorandum is to provide the Mayor and members
of the City Council with information to consider the renewal of the
employment agreement for the Parks and Recreation Department ' s Gang
Intervention Program Supervisor for 2000 .
BACKGROUND
The City has employed a Gang Intervention Program Supervisor since
January 24, 1996 . Since that time, Joel Perez has been under the
supervision of the Recreation and Facilities Superintendent working
closely with the Recreation Division staff .
Mr. Perez plans cooperative programs with other youth-serving
agencies, the schools, business organizations, and the public . Mr.
Perez ' s association with the City has helped him build a stronger,
more successful relationship with many youth-serving agencies and
expanded program offerings for Elgin' s youth and teens. Highlights
for 1999 include the third year of a very successful summer school
program. For the past three years this program has averaged 145
children per summer. Mr. Perez is also working very closely with
the School District U-46 Fresh Start Program that targets freshman
students who may be struggling with school and life choices. A
fall/winter basketball program has been coordinated- at Ellis Middle
School with approximately 65 young adults participating every
Tuesday and Thursday evening. The after school tutoring program
which is now held at Crestwood, Huntington Square and the Elgin
Recreation Center is serving 89 K-6th grade students, up from 35
just one year ago. The youth soccer program held at the Elgin
Recreation Center continues to flourish with over 150 children
participating weekly. Moreover, Mr. Perez works with several
members of the Police Department in dealing with serious gang
issues.
