Parker, City Manager SUBJECT: Reallocation of Community Development Block Grant Funds PURPOSE The purpose of this memo is to provide the Mayor and members of the City Council with information to consider the reallocation of unexpended Community Development Block Grant (CDBG) funds to the Residential Rehabilitation Program. BACKGROUND A number of CDBG projects from program years 1996, 1997 and 1998 have been completed under budget . A total of $18, 098 . 53 in CDBG rfunds remains to be reallocated. A list of those projects, t including an itemization of unexpended funds, is attached for your review. In order to use the remaining funds, City Council action is required to designate another CDBG project or projects to receive the transfer of funds . Since the City of Elgin' s Residential Rehabilitation Program has been a high priority and very popular program, this Program has been identified as a potential recipient of these funds. Since the average rehabilitation cost per homeowner is $5, 000, the additional $18, 098 . 53 would allow three or four additional homeowners to be processed. The reallocation of funds to the Residential Rehabilitation Program will allow an increased number of Elgin residents to rehabilitate their single-family homes, thereby improving the quality of life in our communities . ALTERNATIVES Funds can be reallocated to a FY1999 CDBG project other than the Residential Rehabilitation Program. A list of current projects is attached for your information. RECOMMENDATION It is recommended that the Mayor and City Council reallocate the $18 , 098 . 53 in unexpended CDBG funds to the Residential Rehabilitation Program for single-family rehabilitation projects . rib'.
