Parker, City Manager SUBJECT: 1999 Fine Arts Festival Unlimited Parking Request PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider unlimited parking at all City parking lots during the 1999 Fine Arts Festival . BACKGROUND The 1999 Fine Arts Festival is scheduled for August 20, 21, and 22 . The event will begin with a free evening concert by the Elgin Symphony Orchestra at Wing Park on August 20 at 7 :30 p.m. On Saturday, August 21 and Sunday, August 22, all festival activities will take place at Civic Center Plaza. As in the past, the City Council is being asked to approve unlimited parking at the Spring Street parking deck and Civic Center parking lot on Saturday, August 21 . Staff will cover current time limit signs and place signage at entrance ways noting no time restrictions . Additionally, all reserved parking spaces in the Spring Street parking deck will remain reserved and marked accordingly. This is a positive feature of the event, provides a convenience to attendees, and encour- ages event attendance. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED American Association of University Women, Elgin Symphony Orchestra, and Fine Arts Festival Steering Committee . INANCIAL IMPACT None. LEGAL IMPACT None . 1999 Fine Arts Festival Free Parking Request April 7, 1999 Page 2 ALTERNATIVES The alternative would be to not offer unlimited parking and maintain current regulation of 2-hour minimum parking on the Spring Street parking deck and Civic Center lot on Saturday, August 21, 1999 . RECOMMENDATION It is recommended that the City Council approve unlimited parking at the Spring Street parking deck and the Civic Center parking lot on Saturday, August 21, 1999 in conjunction with the Fine Arts Festival .
