RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
DENNIS CURTIS BOILER SERVICE FOR THE CHANNING YMCA
FACILITY IMPROVEMENTS PROJECT
WHEREAS, the City of Elgin has heretofore entered into a
contract with Dennis Curtis Boiler Service for the Channing
YMCA facility improvements project; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager,
be and is hereby authorized and directed to execute Change
Order No. 1, a copy of which is attached hereto and made a
part hereof by reference.

SCOPE:
This change order provides for the following:
1 . INSTALLING A CONCRETE PAD TO SUPPORT THE NEW FURNACE.
The above was omitted from the original bid specifications
and raises the furnace 4 " off the floor for housekeeping
purposes .
2 . SUBSTITUTING THE STEAM HEADER PIPING, STANDARD 6" GATE
VALVE FOR ISOLATION OF THE NEW BOILER, WITH A 6" GATE
VALVE/CHECK VALVE COMBINATION.
This improvement will minimize steam carryover from the
existing boilers #1 & #2 into boiler #3 .
3 . SUBSTITUTING THE LOW-HIGH FIRE BURNER FOR THE FULL 0 TO
100% MODULATING BURNER.
Less fuel consumption and more stable water level would be
achieved. Light load operation would allow the burner to
modulate to a minimum burner fire, thus making the option
an operating cost improvement .
4 . DELETING THE REQUIREMENT FOR SCHEDULE 80 PIPING, ALLOWING
SCHEDULE 40 PIPING.
Schedule 40 piping already exists and can adequately
support the steam pressure of new furnace .
These improvements are associated with boiler replacement at
the Channing YMCA located at 111 N. Channing Street .
BASIS FOR CHANGE:
The items proposed for boiler #3 (Housekeeping Pad, Stop and
Check Valve and Modulating Burner) will improve the total
system performance. Each item described was actually
considered at a prior date but was deleted before the final
scope was prepared due to cost considerations .
SUMMARY OF CHANGES IN CONTRACT AMOUNT:
The amount of the contract will be revised as follows :
1 . Concrete Pad ADD. . $1, 100 . 00
2 . Substitution of the standard 6" gate valve
with a 6" gate/check valve combination ADD . . $2 , 684 . 00
3 . Substitution of the Low-High Burner to
the full 0 TO 100% Modulating Burner ADD. . $2 , 382 . 00
4 . Deletion of Schedule 80 piping
replacement to allow Schedule 40 DEDUCT. . $181 . 00
The original contract with Dennis Curtis Boiler Service &
Sales was for $53 , 850 . With the addition of the above change
order, the contract amount will be increased by $5, 985 . 00 for
a total of $59, 835 . 00 .
CHANGE IN CONTRACT TIME: No further adjustments to the
Contract Times shall be given for work completed under this
change order.
ACCEPTANCE: The changes and conditions set forth in this
Change Order No. 1 are hereby accepted. All other provisions
of the Contract remain unchanged.

Subject : Proposed Change Order No. 1 for Dennis Curtis Boiler
Service and Sales, Inc . -Channing YMCA CDBG Project
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
Change Order No. 1 for the Channing YMCA Facility Improvements
Project .
BACKGROUND
On February 10, 1999, the City Council awarded Dennis Curtis
Boiler Service and Sales, Inc. a contract in the amount of
eim- $53, 850 for the replacement of an existing boiler at the YMCA
facility. After further research, the contractor found other
improvements that would be beneficial to this project .
1 . Installing a concrete pad for the new furnace .
2 . Replacing the standard 6" Gate Valve with a 6" Gate
Valve, Check Valve Combination.
3 . Substituting a Low-High Burner with a full 0 to 100%
Modulating Burner.
4 . Deleting the specification which calls for the use of
Schedule 80 rather than Schedule 40 piping.

k1/4. FINANCIAL IMPACT
Funding for this proposed change order is available from
account number 230-0000-791 . 93-36, Buildings and Structures,
under the Channing YMCA Facility Improvements Project
rik number154402 . The budget for the 1998 YMCA CDBG project, with
previous transfer, is $76, 871 . 56 . To date, $62 , 254 . 24 has
been encumbered for the project, inclusive of the proposed
change order of $5, 985 . 00, leaving a balance of $14, 617 . 32 .

If the proposed change order is approved, the total amended
contract amount with Dennis Curtis Boiler Service and Sales,
Inc . will be as follows :
Original Contract : $53 , 850 . 00
Change Order No 1 : 5, 985 . 00
Total $59, 835 . 00
v14/ LEGAL IMPACT
The City Council may authorize change orders to a contract as
appropriate to complete project work.
ALTERNATIVES
The City Council could approve, amend or reject this proposed
change order.
RECOMMENDATION
It is recommended that the City Council authorize execution of
Change Order No. 1 in the amount of $5, 985 . 00 and request
staff to execute the required change order document .
