BACKGROUND Upon receipt of an application for Facade Improvement Program participation for the property at 56 South Grove Avenue (owners : Chris Matus, Todd Rieke) , a Request for Proposal was sent to firms to request proposals to provide architectural services . Under the Facade Improvement Program, architectural services are paid by the City. Services include design, preparation of construction documents, assistance with bidding and construction oversight. The architect will work with staff and the property owner to develop the building design.
