Parker, City Manager SUBJECT: Termination of the Subrecipient Agreement with the YWCA of Elgin. PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to terminate the existing subrecipient agreement between the City of Elgin and the YWCA of Elgin. BACKGROUND The 1997 Community Development Block Grant (CDBG) program provided funds to the YWCA of Elgin for facility improvements rm. in the amount of $200, 000 . The City of Elgin entered into a subrecipient agreement with the YWCA on August 19, 1997 . On January 28, 1998, the City Council amended the 1997 CDBG program, which included funding reductions in the amount of $175, 000 to the 1997 YWCA Facility Improvement project (the 1998-1999 CDBG program is to include the $175, 000) . The remaining funds of $25, 000 for the YWCA will be used for Architectural/Engineering professional services to prepare plans and specifications for the YWCA project . A subrecipient agreement would not be required for the professional services . City Staff has contacted representatives at the YWCA to give termination notice of the subrecipient agreement (reference attached correspondence from Carol Elias, Executive Director of the YWCA) . A subrecipient agreement for $175, 000 would be prepared, upon the release of 1998-1999 CDBG funds, for the YWCA Facility Improvements project . Account 230-0000-791 . 30-99 and Project 154306 will be charged. LEGAL IMPACT None . ALTERNATIVES None . RECOgMENDATI ON It is recommended that the Mayor and City Council terminate the existing subrecipient agreement . Parker, City Manager SUBJECT: Public Hearing for the First Amendment to the 1997 Community Development Block Grant Program PURPOSE The purpose of this memorandum is to provide information to the Mayor and Members of the City Council to conduct a public hearing for citizens to comment on the proposed change to the use of 1997 Community Development Block Grant (CDBG) funds in connection with the Elgin YWCA Facility Improvements, the Geneva Street Public Improvement and the Elgin Residential Rehabilitation Grant Program. BACKGROUND tow On December 19, 1997 the Mayor and City Council considered options to provide additional funding to the 1997 Elgin Residential Rehabilitation Grant Program. The option selected by the City Council included funding reductions to two 1997 projects (the YWCA Facility Improvement project and the Geneva Street Public Improvement project) and an increase in funding to the Residential Rehabilitation Grant Program that were substantial and required an amendment to the 1997 CDBG Pro- gram. The January 28, 1998 public hearing provides the public with an opportunity to comment on the proposed changes to the 1997 Community Development Block Grant Program. A notice of the proposed changes was published in the Courier News on December 26, 1997 (see attached) . As of January 19, 1998 the Planning Department has not received any comments from citizens. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED None. ew r . eibk FINANCIAL IMPACT This amendment will deduct $175,000 from the Elgin YWCA project and $46,000 from the Geneva Street Public Improvement project thereby adding $221,000 to the Elgin Residential Rehabilitation Grant Program. An additional $20,000 will be added to the Rehabilitation Grant Program from project under- runs in various completed CDBG projects . LEGAL IMPACT None. ALTEINATIVES Alternative options for funding were reviewed by the Mayor and City Council at the 12/19/97 Committee of the Whole meeting. RECOMMENDATION it is recommended that the City Council open the public hearing, announce the proposed funding changes, hear any comments, close the public hearing and approve the resolution rm. authorizing the amendment to the 1997 Community Development Block Grant Program. NOTICE AMENDMENT TO THE 1997 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE 1997 ACTION PLAN (A COMPONENT OF THE 5 YEAR CONSOLIDATED PLAN) In 1997 the Elgin City Council approved Community Development Block Grant (CDBG) funding in the amount of $375,83 for the Elgin Residential Rehabilitation Grant Program. The funding for this project will be increased with a funding amendment to the two following 1997 projects : 1. YWCA Facility Improvements : The funding for this project was for architectural services and building improvements to deteriorated building systems . The funding to be retained will be for architectural services. Initial Funding Level: $200 .000 Amended Funding Level: $ 25,000 2 . Geneva Street Public Improvement: The funding for this project was allocated for the reconstruction of a deteriorated retaining wall and associated sidewalk repair. r Initial Funding Level: $218,366 Amended Funding Level: $172,366 As a result of the above funding changes the Residential Rehabilitation Grant Program will have an additional $221,000 added to previously allocated $375,083 for a total of $596,083 in CDBG funding. In addition to the preceding, $20,000 will be added to the Rehabilitation Grant Program from cost under runs in completed CDBG projects. Therefore the total CDBG funding for the 1997 Residential Rehabilitation Grant Program will equal $616,083 . A public hearing on this proposed amendment will be held by the Elgin City Council at 8:00 P.M. on January 28, 1998 in the Elgin City Council Chambers, Elgin Municipal Building, 150 Dexter Court, Elgin, Illinois . Comments from citizens and organizations regarding this proposed amendment to the 1997 Community Development Block Grant Program may be submitted in writing or by telephone for a 30 day period from the date of this notice.
