FOR THE ELGIN PUBLIC MUSEUM WHEREAS, the City of Elgin has heretofore entered into a contract with Northwest Contractors, Inc . for the Elgin Public Museum; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. Parker, City Manager SUBJECT: Change Order No. 1 - Elgin Public Museum PURPOSE The purpose of this memorandum is to provide the Mayor and members of the City Council with information to consider Change Order No. 1 for the Elgin Public Museum expansion project . BACKGROUND On June 10, 1998, the City Council awarded a bid to Northwest Contractors, Inc . of Elgin for the expansion and modernization of the Elgin Public Museum. The total amount of the bid award • was $809, 709 . 00 , including the alternate for replacement of front doors and hardware . This original bid award was slight- ly above the total budgeted amount, with the additional funding coming from Riverboat interest earnings . As a result , the project does not have a contingency in place . Attachment A is a letter from project architect John Roberson requesting and describing a series of eight change items totaling $55, 573 . 87 . The vast . majority of this amount (.$49, 708 . 75) is for maintenance of the exterior of the exist- ing building, including tuckpointing and cleaning of brick as well as the replacement of badly deteriorated limestone (see attached photos) . The tuckpointing will stop the infiltration of water, preventing further deterioration of the building ' s brick exterior. Not only will these improvements protect the building, they will also improve the appearance of the build- ing, better "matching" the existing building to the new wing. The tuckpointing and limestone replacement will take place in the early spring. At this point, there are no other change orders anticipated for the Museum expansion project . A brief description of each change item is provided below: - The extension of water service to provide for aquariums on the second floor. Total cost is $4 , 025 . 00 . • - This change provides a credit for deleting carpeting and painting in the existing offices . Total credit is $2 , 645 . 00 . The proposed changes will result in a modified configuration and a larger lot area, providing better handicapped accessibility. Total cost is $2 , 617 . 52 . - As described above, this change proposal provides for cleaning and tuckpointing as well as replacement of deteriorated limestone on the exterior of the existing building. This maintenance work was beyond the original bid which focused on the expansion work. Total cost is $49, 708 . 75 . - This change item- reflects the addition of fire dampers to duct work as it penetrates the elevator equipment room. Total cost is $1, 407 . 60 . - The upgrade of toilet valves to automatic flush fixtures . Total cost is $460 . 00 . - The electrical panel needed to be relocated. During the budget process, staff identified a minimum of $300, 000 of Riverboat funds that will be available for reprogramming through savings from 'completed projects . The City Council identified approximately $155 , 000 of these funds for specific funding requests from community organizations . A portion of the remaining funds could be identified to fund Change Order No._ _1, . leaving approximately $88 , 426 of the identified funds available . The original location of the stalls were located so that any subsequent additions would not displace the accessible parking during construction. However, during plan review by the City, it was recommended to relocate the parking spaces closer to the building. This RFP reflects the additional costs for the enlarged area now required. The RFP No. 005 is for continued maintenance on the existing Museum. Cracked-mortar joints and missing down spouts have allowed excess water to damage the masonry exterior of the building. There are areas that need tuckpointing to stop water infiltration and stop further damage. Thereafter the masonry and especially the limestone should be cleaned. Finally any deteriorated limestone will be repaired or replaced as required. Please see the attached photos for further observations.
