PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider the
renewal of the employment agreement for the Parks and Recrea-
tion Department ' s Gang Intervention Program Supervisor for
1999 .
BACKGROUND
The City has employed a Gang Intervention Program Supervisor
since January 24 , 1996 . Since that time, Joel Perez has been
under the supervision of the Recreation and Facilities Super-
intendent working closely with the Recreation Division staff .
Mr. Perez plans cooperative programs with other youth-serving
agencies, the schools, business organizations, and the public .
Mr. Perez ' s association with the City has helped him build a
stronger, more successful relationship with many youth-serving
agencies and expanded program offerings for Elgin' s youth and
teens . In 1998, Mr. Perez coordinated a very successful
summer school program that served 165 children from the Poplar
Creek/Birch area, an increase from the 143 children served in
1997 . Mr. Perez is also working very closely with the U-46
Fresh Start Program targeting freshman students who may be
struggling with school and life choices. Approximately 70
students participate in this program. A fall/winter basketball
program has been coordinated at Ellis Middle School with
approximately 65 young adults participating every Tuesday and
Thursday evening. The after school tutoring program held at
the Elgin Recreation Center is assisting 35 children, kinder-
garten through sixth grade, with their homework and study
habits . The youth soccer program held at the Elgin Recreation
Center continues to flourish with over 150 children partici-
pating weekly. Mr Perez was also instrumental in assisting
with the coordination of the second annual Youth Forum on
emb. Gangs and Drugs sponsored by the Elgin Gang and Drug Task
Force . Moreover, Mr. Perez works with several members of the
Police Department in dealing with serious gang issues .
