RESOLUTION
APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
DRIESSEN CONSTRUCTION FOR FACILITY IMPROVEMENTS
AT THE YWCA
WHEREAS, the City of Elgin has heretofore entered into a
contract with Driessen Construction Company for the YWCA
facility improvement project; and
WHEREAS, it is necessary and desirable to modify the terms
of the contract as is described in Change Order No. 2, attached
hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Joyce A. Parker, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 2, a copy of which is attached hereto and made a part
hereof by reference.

SCOPE: This change order provides for the removal and disposal
of all existing 2 , 3 , and 4 cast iron piping associated with the
pool drains . Replace with schedule 40 PVC DWV fittings . Reuse
as many hangers as possible, add hangers as necessary. This
improvement is associated with building rehabilitation
improvements at the YWCA of Elgin located at 220 E. Chicago
Street .
BASIS FOR CHANGE: Replacement of the supply and return
circulating lines for the pool was included in the contract .
However, during construction it was discovered that the drain
piping for the pool also was deteriorated and requires
replacement .
FINDINGS: The pool renovations commenced on November 16,
1998 . The pool was closed, drained and work began on the pool
systems within the pool tunnel . After construction began, the
deteriorated drain piping was discovered.
The severe deterioration and replacement of the drain piping was
not reasonably foreseeable at the time the contract was signed.
The change order is germane to the original contract signed and
is in the best interest of the City and authorized by law.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the
contract will be revised as follows :
Replacement of deteriorated drain piping. $11, 367 . 00
The original contract with Driessen Construction Company was for
$159, 860 . Previous Change Order #1 added $208 . With the
addition of Change Order #2 , the contract amount will be
increased by $11, 367 . 00 for a total of $171, 435 .
CHANGE IN CONTRACT TIME: No further adjustments to the Contract
Times shall be given for work completed under this and previous
change orders .
ACCEPTANCE: The changes and conditions set forth in this Change
Order No. 2 are hereby accepted. All other provisions of the
Contract remain unchanged.

SUBJECT: Proposed Change Order No. 2 for Driessen
Construction-YWCA of Elgin CDBG Project
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
Change Order No. 2 for Driessen Construction on the YWCA
facility improvement project .
BACKGROUND
On September 23 , 1998, the City Council awarded Driessen
Construction Company a contract in the amount of $159, 860 to
rb' complete the building improvements to the YWCA facility. A
major portion of the project involves repair and replacement
of deteriorated pool tunnel piping, decking, and conduit
systems . Work was initiated on November 16, 1998 .
Replacement of the supply and return circulating lines for the
pool was included in the project bid. However, during con-
struction it was discovered that the drain piping for the pool
also has deteriorated and requires replacement (reference
attached letter from Sutter Architects) .

INANCIAL IMPACT
Funding for this proposed change order is available from the
YWCA Facility Improvement Project Contingency in account
number 230-0000-791 . 93-36 , project number 154406 . The budget
for the 1998 YWCA CDBG project (with previous transfers) is
$181, 200 .

If the proposed change order is approved, the total amended
contract amount with Driessen Construction will be as follows :
Original Contract : $159 , 860 . 00
Change Order #1 : 208 . 00 *
Change Order #2 : 11, 367 . 00
Total $171, 435 . 00
* Removal of rusted door frame and closure of opening with
concrete masonry.
Imply LEGAL IMPACT
The City Council may authorize change orders to a contract as
appropriate to complete project work.
ALTERNATIVES
None .
RECOMMENDATION
It is recommended that the City Council authorize execution of
Change Order No. 2 in the amount of $11, 367 . 00 and request
staff to execute the required change order document .

Dear Ms. Bell:
Within the scope of the Grant for this Project was the replacement of the supply and
return circulating lines for the pool. As you know, this work is almost finished. Mr.
Skelton, of the YWCA, has discovered that the drain piping for the pool also has
deteriorated and needs replacement.
The contractor, Driessen Construction, has supplied a proposal for the removal and
replacement of the drain pipes in the amount of$11,387.00.
We would recommend that a change order be issued for the above amount. This will
then bring all the pool piping up to current standards.
