RESOLUTION
AUTHORIZING AMENDMENTS TO THE 1996, 1997 AND 1998
COMMUNITY DEVELOPMENT BLOCK GRANTS AND THE
1996 , 1997 AND 1998 ACTION PLANS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that the 1996 , 1997 and 1998 Community Development
Block Grant Programs and the 1996 , 1997 and 1998 Action Plans
are hereby amended for the Community Crisis Center
improvements , Geneva Street public improvement and the
Residential Rehabilitation Grant Program as provided for under
the Housing and Community Development Act of 1974 as amended.

SUBJECT: Public Hearing Amending the 1996 , 1997 and
1998 Community Development Block Grant Programs
PURPOSE
The purpose of this memorandum is to provide information to
the Mayor and members of the City Council to conduct a public
hearing for citizens to comment on proposed changes to the use
of 1996 , 1997 , and 1998 Community Development Block Grant
(CDBG) funds in connection with the Geneva Street Public
Improvement, the Community Crisis Center Health Clinic Reha-
bilitation, and the Elgin Residential Rehabilitation Grant
Program.
BACKGROUND
On October 14 , 1998 , the Mayor and City Council considered
options to allocate a substantial cost underrun of $124 , 500
from the 1997 Geneva Street Public Improvement project . The
option selected by the City Council would provide additional
funding to the 1996 Community Crisis Center Health Clinic
Rehabilitation, and to the 1998 Elgin Residential Rehabilita-
tion Grant Program.
The December 2, 1998 public hearing provides the public with
an opportunity to comment on the proposed changes to the 1996 ,
1997 , and 1998 CDBG programs . A notice of the proposed
changes was published in the Courier News on October 23 , 1998
(Reference Attached Notice) . As of November 20 , 1998 , the
Planning Department has not received any comments from citi-
zens .

FINANCIAL IMPACT
This amendment will deduct $124 , 500 from the 1997 Geneva
rik Street Public Improvement project (154301) , and add $58 , 280 to
the 1996 Community Crisis Center Health Clinic Rehabilitation
project (154204) and $66 , 220 to the 1998 Elgin Residential

154497 - Multi-Family) .

ALTERNATIVES
Alternative options for funding were reviewed by the Mayor and
City Council at the October 14 , 1998 Committee of the Whole
meeting.
RECOMMENDATION
It is recommended that the City Council open the public
hearing, announce proposed funding changes, hear any comments,
close the public hearing, and approve the resolution authoriz-
ing the amendments to the 1996 , 1997, and 1998 Community
Development Block Grant Program.

PUBLIC NOTICE
AMENDMENTS TO THE 1996, 1997, AND 1998 COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAMS AND TO THE 1996, 1997, AND 1998 ACTION PLANS
(A COMPONENT OF THE 5 YEAR CONSOLIDATED PLAN)
In 1997 the Elgin City Council approved Community Development
Block Grant (CDBG) funding in the amount of $218 , 366 for the
Geneva Street Public Improvement project . On January 28 , 1998 ,
the City Council amended and decreased the funding level of the
project to $172 , 366, to provide additional funds for the
Residential Rehabilitation Grant Program. The Geneva Street
Public Improvement project has been completed with a cost
underrun of $124 , 500 . The cost underrun for this project will
allocate additional funding to the Community Crisis Center Health
Clinic Rehabilitation (1996 CDBG project) , and to the Residential
Rehabilitation Grant Program (1998 CDBG program) as follows :
1 . Community Crisis Center Health Clinic : The funding for this
project will rehabilitate unused basement space at the
Community Crisis Center for a Health Clinic .
Initial Funding Level : $100 , 000
Amended Funding Level : $158 , 280
2 . Residential Rehabilitation Grant Program: The funding for
this program encourages improvements in the quality and
safety of the existing housing stock by offering 100% grants
to low income homeowners and percentage grants to other
homeowners based on income and family size .
Initial Funding Level : $503 , 476
Amended Funding Level : $569, 696
As a result of the above funding changes, the Community Crisis
Center Health Clinic project will have an additional $58 , 280
added to previously allocated $100 , 000 for a total of $158 , 280 .
The Residential Rehabilitation Grant Program will have an
additional $66 , 220 added to previously allocated $503 , 476 for a
total of $569, 696 .
A public hearing on this proposed amendment will be held by the
Elgin City Council at 7 : 30 P.M. on Wednesday, December 2 , 1998 in
the City Council Chambers, Elgin Municipal Building, 150 Dexter
Court, Elgin, Illinois .
Comments from citizens and organizations regarding this proposed
amendment to the 1996 , 1997, and 1998 Community Development Block
Grant Programs may be submitted in writing or by telephone for a
30 day period from the date of this notice . If any citizen
should have questions regarding the proposed amendment to the
1996 , 1997 , or 1998 Action Plans or desires to comment on the
proposed amendments, please contact or write to the Elgin
Planning Department, Attention: Patricia Andrews, Senior
Planner, 150 Dexter Court , Elgin, Illinois 60120 or call (847)

The City of Elgin is subject to the requirements of the Americans
