RESOLUTION
AUTHORIZING EXECUTION OF A LOCAL GRANT APPLICATION
TO THE UNITED STATES DEPARTMENT OF JUSTICE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Kevin Kelly, Mayor, be and is hereby authorized
and directed to execute a grant application to the United
States Department of Justice, Bureau of Justice Assistance, for
funding under the Local Law Enforcement Block Grant Program, a
copy of which is attached hereto and made a part hereof by
reference.

SUBJECT: Acceptance of a Grant from the
Bureau of Justice Assistance
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider
acceptance of a grant from the U.S. Department of Justice,
authorization of matching funds and information to form an
advisory board overseeing the grant .
BACKGROUND
rft. The United States Department of Justice, Bureau of Justice
Assistance, has authorized a grant award to the City of Elgin
for $100 , 574 to reduce crime and improve public safety. This
would be the third grant awarded the City by the U.S. Depart-
ment of Justice. The Grant is issued as a result of a Federal
Local Law Enforcement Grant program and has specific require-
ments for the use of this money. The grant requirements
include :
1) A local match of $11, 174 . 89
2) Formation of an advisory board to consider how the money
should be spent . The board must be comprised of repre-
sentations from the following groups :
a) the Police Department
b) the local prosecutor' s office
c) the local court system
d) the local public school
e) a local nonprofit, educational, religious or community
group active in crime prevention or drug use preven-
tion or treatment
The Gang and Drug Task Force was used as the advisory board
for the 1996 and 1997 grants.

The City Council must appoint an advisory board if the funds
are to be accepted.
Opik_. FINANCIAL IMPACT
The local match of $11, 174 . 89 is available within the overall
1998 Police Department budget . The Grant requires that a
separate fund and account be established. Additional audit
work would need to be performed by the City' s independent
auditors at an estimated cost of $500 .
LEGAL IMPACT
oiThe Grant proposal has been reviewed and confirmed that the
City is in compliance with all federal anti-discrimination
laws .
ALTERNATIVES
The Mayor and members of the City Council may choose not to
accept this grant .
RECOMMENDATION
It is recommended that the City Council authorize the Mayor to
accept this grant and approve the necessary matching funds . It
is further recommended that the Elgin Gang and Drug Task Force
be utilized to make recommendations to the City Council for
the expenditure of these funds .
