RESOLUTION
AUTHORIZING APPLICATION FOR GRANT FUNDING BY
CHARLES SCHRADER & ASSOCIATES FOR THE SLEEPY HOLLOW RAVINE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that it hereby authorizes Charles Schrader &
Associates to pursue grant funds up to $400,000 from
appropriate agencies and foundations to offset costs associated
with preserving and protecting the Sleepy Hollow Ravine.

SUBJECT: Sleepy Hollow Ravine
PURPOSE
The purpose of this memorandum is •to provide the Mayor and
members of the City Council with information to consider
authorizing the application for grant funding to offset costs
associated with preserving and protecting the Sleepy Hollow
Ravine.
BACKGROUND
/P►, PanCor Construction and Development LLC has under option 41
acres of land adjoining the Randall Point Executive Center,
located at the northeast corner of I-90 and Randall Road. The
41 acre parcel is traversed by the "Sleepy Hollow Ravine" ,
which is identified in the Illinois Natural Areas Inventory as
an area having state-wide ecological significance. A portion
of the ravine, immediately adjoining the subject property, was
recently designated as an Illinois Nature Preserve. The
Illinois Natural Areas Preservation Act provides that, "All
public agencies shall recognize that the protection of nature
preserves, buffer areas and registered areas is the public
policy of the State and shall avoid the planning of any action
that would adversely affect them. "
In addition to its environmental value, the Sleepy Hollow
Ravine represents a significant feature of the 41 acre parcel
which must be addressed in the site planning process . Funding
for planning and preservation from open space sources may be
the most cost effective means for facilitating the timely
development of the parcel .
PanCor ' s objective is to be in a position to market the
development site for corporate users in 1999 . To that end,
PanCor has been working to create a development plan which
would:
o Allow for the development of approximately 500, 000 square
feet of new office space.

o Preserve that portion of the ravine located within the
corporate limits .
o Provide for the construction and funding of necessary
infrastructure.
o Eliminate the necessity for City expenditures to improve
the Randall Road/Point Boulevard intersection.
In order to make the site available for development as soon as
possible by avoiding environmental entanglements , PanCor is
willing to pay the current land owner $800, 000 for the 4 . 3
acre Sleepy Hollow Ravine. Since the parcel is under the
threat of development, the Corporation for Open Lands
(CorLands) is willing to consider purchasing the ravine
property from PanCor for $400, 000 . CorLands would hold the
property for up to two years while attempting to locate a
public agency willing to acquire the property from them.
PanCor is requesting that the City acquire the property from
CorLands and seek grant funding of $400, 000 for its
acquisition. The application deadline for one potential grant
funding source available through the Illinois Department of
Natural Resources is July 1, 1998 .
If the City' s grant search is not successful , CorLands would
seek to sell the ravine to other agencies . After two years ,
if the property is not sold to a public agency, CorLands would
probably sell the land back to PanCor.
Charles Shrader & Associates would seek and make application
to grantors who support open space acquisition projects . The
purchase price of the land to be acquired would be based on an
appraised value accepted by the grantor.

.5-. FINANCIAL IMPACT
PanCor has requested the City' s assistance in obtaining grant
funding up to $400, 000 . To bridge the gap while grant funding
is pursued, Pancor has requested that CorLands purchase the
ravine from them. The acquisition grant(s ) would typically
require matching dollars, which may be made available by
investors in the development or from other sources . Under the
current proposal, it is anticipated that the local match to
outside funding sources would be the "in kind" dedication of
the ravine area by PanCor. No City funds are being sought for
the preservation of the Sleepy Hollow Ravine.

Council authorize Charles Schrader & Associates to pursue

Please consider this as our company's request that you place an item or
consideration on the June 10th City Council agenda authorizing the staff
to apply for a grant from the Illinois Department of Natural Resources for
$400,000. The purpose of this grant would be to pay for one half of the
cost of acquiring 4.5 acres of open space with the balance of the
acquisition cost to be contributed by other parties.
This property to be acquired is part of the area known as the "Sleepy
Hollow Ravine", has been designated as an "Illinois Natural Area" and is
presently under option from the current owner to PanCor Construction
and Development LLC as part of a 41 acre parcel. The remainder of the
41 acre parcel would be developed by our company as an addition to
the Randall Point Executive Center office park.
We are presently working with the staff to create a development plan for
this property which will:
• Allow for the development of approximately 500,000 square feet of
new office space;
• Eliminate all conflicts with the Illinois Nature Preserves Commission, the
IDNR, and neighboring communities regarding preservation of the
• Sleepy Hollow Ravine;
• provide for the construction and funding of necessary infrastructure,
and
• eliminate the necessity of City expenditures for improvements to the
• Randall Rd./Point Boulevard intersection.

After careful deliberation and review of all project applications requesting FY'99 assistance from the state
Open Space Lands Acquisition and Development(OSLAD)grant program, it is with regret that I inform you
the above referenced project has not been recommended for FY'99 OSLAD assistance.
A total of 152 applications were considered requesting nearly$25.0 million in assistance. Unfortunately,
available grant funds totaled only $18.5 million. Consequently, many worthwhile projects could not be
recommended.
Should you wish to have this project reconsidered in the next grant cycle,I invite you to make any necessary
revisions/updates to your application(enclosed)and resubmit it to the Division of Grant Administration during
the application period,May 1 to July 1, 1999, at the address below.
