PURPOSE
The purpose of this memorandum is to provide the Mayor and

BACKGROUND
e'" The City has employed a Gang Intervention Program Supervisor
€ since January 24, 1996. Since that time, Joel Perez has been

Joel plans cooperative programs with other youth-serving
agencies, the schools, business organizations, and the public.
Joel ' s association with the City has helped him build a
stronger, more successful relationship with many youth-serving
agencies and expanded program offerings for Elgin' s youth and
teens . Moreover, Joel works with several members of the
Police Department in dealing with serious gang issues .
Mr. Perez ' s current employment agreement expires on December
31, 1997 . A renewal of an agreement for 1998 would include a

would also include a salary increase equivalent to Management
Class C employees when increases for exempt positions are
approved by the City Council .
