RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
THE NATIONAL POWER RODDING CORPORATION FOR THE 1996
NEIGHBORHOOD SANITARY SEWERS TELEVISING AND CLEANING PROJECT
WHEREAS, the City of Elgin has heretofore entered into a
contract with the National Power Rodding Corporation for the
1996 Neighborhood Sanitary Sewers Televising and Cleaning
Project; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 1,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Robert O. Maim, Interim City
Manager, be and is hereby authorized and directed to execute
Change Order No. 1, a copy of which is attached hereto and
made a part hereof by reference.

CHANGE ORDER No. 1
SCOPE: This Change Order No. 1 will provide additional items necessary to complete the 1996
Neighborhood Sanitary Sewers - Televising and Cleaning Project in an acceptable manner.
The general contractor for this project is National Power Rodding Corporation of Chicago, IL.
REASONS FOR CHANGE: This Change Order No. 1 is required for the addition or change in
items necessary to adjust payment for additional man-hours required by the contractor to televise
certain sewer lines as requested by City Public Works staff.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the contract will be
revised is as follows:

The original contract with National Power Rodding Corporation is $22,750.25. By reason of
Change Order No. 1, the contract for the 1996 Neighborhood Sanitary Sewers - Televising and
Cleaning Project will be increased in the amount of ten thousand three hundred twenty-seven and
50/100 dollars ($10,327.50). The final contract amount, inclusive of Change Order No. 1 and
quantity adjustments is fifty seven thousand five hundred fifty-six and 75/100 dollars
($57,556.75).

SUBJECT: Change Order No. 1 and Authorization of Final
Payment and Acceptance of the 1996 Neighborhood
Sanitary Sewers-Televising and Cleaning Project
PURPOSE
The purpose of the memorandum is to provide the Mayor and
members of the City Council with information to consider
Change Order No. 1, acceptance of the subject project and
authorization to make the final payment.
BACKGROUND
The City Council, at its March 13, 1996 meeting, awarded to
National Power Rodding Corp. the contract for the 1996 Sewer
Televising and Cleaning Project. The project consists of the
cleaning and televising of sewers to help identify any that
may be damaged. The inspection information allows the City to
repair any damaged sewers prior to or in conjunction with
street improvement projects .
Change Order No. 1, attached as Exhibit A, includes
additional compensation to the contractor for unanticipated
costs needed to clean blocked sewer lines and for time to
flood and dye test sewer lines prior to televising those
lines . The work in Change Order No. 1 is for items for which
there are no unit prices included in the original contract.
Substantial increases in the contract quantities also raised
the final cost of this contract. The increased quantities
allowed the City to televise, clean and inspect sewers that
experienced surcharging during the rainfall events in August
of 1996 . Those rainfall events caused flooding in various
areas of the City, primarily in the form of basement sewer
backups .
The dye testing and televising of the sewer lines in the
areas helped in finding areas of infiltration, blockages or
(.4 breaks in the sewer lines . Information obtained with this
additional testing will be used to schedule repairs and to
disconnect cross connections . The actual repair work is still
ongoing.

National Power Rodding Corp. has completed the project in
compliance with the plans and specifications as verified by
the City' s Engineering staff .

FINANCIAL IMPACT
This 1996 Neighborhood Sanitary Sewers project was included
in the Sewer fund portion of the 1996 Bond Issue and budgeted
as follows :

the Sewer Fund in the amount of $263, 000 . 00 .
A. Awarded Contracts : Contracts entered into under this
project total in the amount of $229, 324 . 25 as follows :
. National Power Rodding in the awarded amount of
$22 ,750 . 25 for cleaning and televising, and
. Midwest Utility Construction in the awarded amount of
$206 , 574 . 00 for the Sewer System Rehabilitation.

National Power Rodding Corp. is as follows :

where adequate moneys remain to make this final payment.

RECOMMENDATION
It is recommended that City Council authorize execution of
Change Order No. 1 in the amount of $10, 327 . 50 . It is also
recommended that City Council accept the completed project
and authorize final payment to National Power Rodding Corp.
in the amount of $34,811 . 30 .
