Consulting Engineers, an Illinois Business Corporation (hereinafter referred to as "ENGINEER"), shall modify the Agreement dated June 17, 1996, whereby the ENGINEER was engaged by CITY to perform certain professional services in connection with bridge condition inspections (hereinafter referred to as "PROJECT"). Whereas the City desires to expand the Agreement provision to include revising construction documents and construction observation for the Walton Island bridges and associated improvements which were not included in the original Agreement. In response to these additional services, certain revisions must be made to the Agreement. In compliance therefore, the terms and conditions of the Agreement are modified as specifically set out below. All other parts of the Agreement remain unchanged. SECTION I-SCOPE OF SERVICES is hereby amended to add paragraphs E and F. E. The work performed under Proposal for Revising Construction Documents: Walton Islands includes all professional services to produce a complete set of contract documents (one reproducible copy, one electronic copy, and three hard copies of all plans and specifications) that will delineate the work in a clear manner, and as further identified in Attachment C. This work is funded under a not-to-exceed fee identified in amended Section IV. The work performed under this paragraph shall be completed within six weeks after Notice to Proceed is issued by the CITY to the ENGINEER. F. The work performed under Proposal for Construction Observation: Walton Islands includes necessary professional services to stake the bridge abutments and to monitor progress of construction of the three pedestrian bridges and abutments, placement of riprap placement and review of contractor submittals relating to bridge construction, and as further identified in Attachment D. This work is funded under a not-to-exceed fee identified in amended Section 1V. The work performed under this paragraph shall be completed during 1997 in conjunction with the construction schedule yet to be determined. SECTION IV-PAYMENTS TO THE ENGINEER is hereby amended to add paragraphs E and F. E. For those services contained in the Proposal dated February 21, 1997 for Revising Construction Documents: Walton Islands and as further identified on Attachment C, the ENGINEER shall be reimbursed at the rate of 2.94 times the direct hourly rate of personnel employed on this project, with the total fee not-to-exceed Nineteen Thousand Five Hundred Ninety-six ($19,596) Dollars regardless of the actual costs incurred by the ENGINEER C'M[T 97017AG1t unless substantial modifications to the scope of the work are authorized by CITY through a change order or amendment. F. For those services contained in the Proposal dated February 21, 1997 for Construction Observation of Walton Island Bridges and as further identified on Attachment D, the ENGINEER shall be reimbursed at the rate of 2.94 times the direct hourly rate of personnel employed on this project, with the total fee not-to-exceed Twelve Thousand Six Hundred Sixty ($12,660) Dollars, regardless of the actual costs incurred by the ENGINEER unless substantial modifications to the scope of the work are authorized by CITY through a change order or amendment. All other provisions of the Agreement shall remain in full force and effect. (CEI) is pleased to submit this proposal to provide professional engineering services to revise the contract documents for the improvements to Walton Island. We propose to provide the professional services necessary to review and revise the existing drawings and specifications in order to produce a set of contract documents that will delineate the work in a clear manner and ensure that the needs of the City are meet. We will provide the City with a highly qualified and experienced project team that is familiar with the needs of the Department of Public Works and the project. The design, inspection and construction administration of bridges and shoreline protection is a principal focus of our business. Based on our recent meeting we understand the scope of work to include: ♦ Review of the current drawings and specifications ♦ Analysis of the stored pedestrian bridges to determine if the can support an ambulance ♦ Evaluation of the stored bridges to determine if any deterioration has occurred ♦ Design and detail anchor bolts for the stored pedestrian bridges ♦ Evaluation of the paths to determine if squad cars can negotiate the curves. Redesign of the paths if necessary ♦ Evaluate shoreline protection to determine if it can accommodate the curves shown ♦ Evaluate Lunkens for availability of large rock, redesign if necessary ♦ Develop and specify erosion protection system for construction operations ♦ Evaluate construction sequences for the erection of the bridges and access to the sites ♦ Review specifications and revise as necessary to include or delete items as necessary. 165 NORTH CANAL STREET • SUITE 975 • CHICAGO. (CEI) is pleased to submit this proposal to the City of Elgin for the construction observation of the proposed Walton Islands Pedestrian Bridges. By selecting CEI you will receive a highly motivated and experienced project team which is familiar with the needs of the Department of Public Works, having worked with the City of Elgin throughout the Walton Islands project since 1993. The design, inspection and construction inspection of bridges is a principal focus of CEI's business. We have recently completed the design of major bridges at Pulaski Road over I-55 in Chicago and 135th Street over the Sanitary and Ship Canal and Des Plaines River in Lemont, Illinois. In addition we have recently completed resident engineering and inspection services for the rehabilitation of the Madison Street bascule bridge over the Chicago River. Our understanding of the project scope is based upon our conversation in your office on February 14, 1997. The scope includes periodic site visits to observe the progress of construction of the three pedestrian bridges, riprap placement, and review of contractor submittals required for their construction. Malm, Interim City Manager SUBJECT: Bridge Inspection Engineering Services Amendment No. 1 - Walton Island Engineering PURPOSE The purpose of the memorandum is to provide the Mayor and members of the City Council with information to consider amending the City's Agreement with Collins Engineers, Inc. for additional engineering services relating to Walton Island improvements . BACKGROUND The City of Elgin entered into an Engineering Services Agreement with Collins Engineering, Inc. on June 17, 1996 for the inspection of roadway bridges . A copy of this agreement and the accompanying City Council memorandum is attached as Exhibit A. The proposed Amendment No. 1 to this agreement, attached as Exhibit B, will include finalizing plans and specifications, preparing contract bid documents and construction observation for the Walton Island improvements . The recommendation is to proceed on this project with Collins Engineering. They are the engineer of record for structural design work previously completed for the Walton Island improvements and have developed edge treatment alternatives and performed preliminary designs for the placement of three bridges . Moreover, Collins Engineering was the structural engineering subconsultant to EDAW and Associates, who had completed conceptual design alternatives to improve Walton Island. Collins will finalize plans and specifications for the Walton Island improvements which will generally include the placement of three bridges, shoreline erosion protection and pathways between the bridges . The stairway from Highland Avenue and the peninsula from the stairway to the island will be removed to allow better security and patrols of the islands . The bridges were previously purchased by the City with a grant from Kane County, so only the cost to install and inspect the bridges needs to be covered by this project. The construction observation noted in the subject amendment will be for the installation of the bridges only. All other constructions elements will be inspected by Engineering Division staff . Bridge Inspection Engineering Services/Walton Island March 4, 1997 Page 2 Completion of the construction documents is scheduled no later than six weeks after authorization to proceed is given to the Engineer. Bidding will follow as quickly as possible after the specification documents have been finalized. Placement of the bridges and associated improvements are planned for Summer 1997 . FINANCIAL IMPACT The Walton Island improvements are budgeted in the 1997 Riverboat Fund budget in the amount of $430, 000 under account number 275-0000-791 . 92-32, Land Improvements, project number 507400 . The not-to-exceed costs to perform the additional design work and construction observation, as described in the attached Amendment No. 1, total $32 ,256 . 00 . There are sufficient funds in this account for this amendment. LEGAL IMPACT None. ALTERNATIVES None. RECOMMENDATION It is recommended that the City Council approve the attached Amendment No. 1 with Collins Engineering in the amended amount of $32 ,256 . 00 and authorize staff to execute the necessary documents .
