WHEREAS,
the City Council authorized the Kent Group to
prepare a study of fair housing within the City of Elgin; an
WHEREAS, the Kent Group has submitted its report entitled
"Analysis of Impediments to Fair Housing Choice" to the City
Council of the City of Elgin.

SUBJECT: Impediments to Fair Housing Choice Report
PURPOSE
The purpose of this memorandum is to provide general informa-
tion to the Mayor and members of the City Council regarding a
presentation by the Kent Group relative to the Impediments to
Fair Housing Choice Report.
BACKGROUND
The Impediments to Fair Housing Choice Report fulfills a
regulatory requirement of the Community Development Block
Grant (CDBG) program as well as mandatory CDBG funding certi-
fications . The report was prepared by the Kent Group in
concert with various members of city staff and members of the '
community. The report was provided for in the 1996 CDBG
program.
The City Council previously received a copy of the report.
An executive summary of the report can be . found on pages i,
ii, and iii . Recommendations of the report can be found on
pages 58, 59, and 60 . These recommendations helped guide the
Human Relations Commission in the development of the current
CDBG proposal for a fair housing audit.
COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED
The Human Relations Commission received a copy of the Impedi-
ments to Fair Housing Choice Report on January 14, 1997 and
they will be discussing and reviewing the report in future
meetings .
FINANCIAL IMPACT
There is no financial impact associated with the acceptance
of the report. Implementation of the suggestions mentioned
within the report may involve future financial obligation,
e.g. , Fair Housing audit.
The report was funded through the CDBG program, account
number 230-0000-791 . 30-99, project number 154210 .

The .report is required by federal regulation.
RECOMMENDATION
Members of }he staff have reviewed the report and believe
that the document fulfills relevant CDBG requirements .
Therefore, the staff recommends that the City Council accept
the report as submitted.
