RESOLUTION
ACCEPTING THE PROPOSAL OF DUNNING' S AUCTION SERVICE, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Robert O. Malm, Interim City Manager, be and is
hereby authorized and directed to accept the proposal on
behalf of the City of Elgin of Dunning' s Auction Service, Inc.
for the auction of three dump trucks, a copy of which is
attached hereto and made a part hereof by reference.

SUBJECT: Auction Sale of Three Surplus 1987 Dump Trucks
PURPOSE
The purpose of this memorandum is to request authorization
from the Mayor and members of the City Council to dispose of
three surplus dump trucks by auction.
BACKGROUND
The three new dump trucks that we had ordered in March, 1996
through the State of Illinois Joint Purchasing Program arrived
in December, 1996 .
As noted in our February 28, 1996 Bid Award Memorandum, the
recommendation was to sell the now 10-year-old vehicles that
these new trucks are replacing through public auction. Based
on the excellent results of our December, 1995 and August,
1996 auctions, it is our opinion that a public auction, using
a professional auctioneer, is the best and most profitable way
to dispose of vehicles when trade-in is not a viable option.
Dunning' s Auction Service conducted both previous auctions at
our Crystal Street Garage since we had a number of surplus
vehicles to be sold (8 at the Dec, 1995 auction, which
included 5 large dump trucks, and 31 at the Aug, 1996 auction
although there were no large trucks) .
Because we have only three vehicles at this time for disposal,
which is not enough to effectively conduct a separate auction
of only City vehicles, Dunning's has offered to include them
with their general auction to be conducted at their facility
on March 8th as detailed in their attached proposal .
Their fee proposal differs somewhat from the previous auctions
in that Dunning's will pay for all advertising/marketing costs
(except for our own legal notice) and the buyer of our vehi-

Dear Mike:
Dunning's would be pleased to conduct an auction of the
three trucks for the City of Elgin.
I would propose to sell them at our general auction at our
facility on Saturday, March 8, 1997.
We will pay all advertising and marketing costs and will
include a photograph of one or two trucks in our brochure that
mails to over 10 ,000 people on our mailing list.
In addition, it will be included in all newspaper ads and in
the Chicago Tribune under trucks for sale. We will also mail to
all registered bidders at the last auction of trucks and
automobiles.

Payment will be made to Dunning's Auction Service, Inc. by
cash or cashier's check before any title transfer. -
Our commission would be 0% to the seller and we would charge
our usual buyer's premium of 15% to the buyer which is added to
the hammer price of the item and retained by us as commission.
