Malm, Interim City Manager SUBJECT: 1997 Fine Arts Festival Free Parking Request PURPOSE The purpose of this memorandum is to seek City Council approv- al of a request to allow free parking at all attended lots . during the 199.7 Fine Arts Festival . BACKGROUND The 1997 Fine Arts Festival is scheduled for August 22, 23 and 24 . The event will begin with a free evening concert by the Elgin Symphony Orchestra at Wing Park on August 22 at 7 : 30 p.m. On Saturday, August 23 and Sunday, August 24, all festival activities will take place at Civic Center Plaza. As in the past, the City Council is being asked to approve free parking at the Spring Street parking deck and Civic Center parking lot on Saturday, August 23 . This is a pos- itive feature of the event and provides a convenience to attendees . These two lots are currently staffed between 8: 00 a.m. and 5 : 00 p.m. on Saturday and not attended on Sunday. COMMUNITY GROUPS/INTERESTED PERSONS CONTACTED American Association of University Women, Elgin Symphony Orchestra,. and Fine Arts Festival Steering Committee. FINANCIAL IMPACT Approximately $400 would otherwise be collected in parking revenues from Saturday parking at Spring Street parking deck and Civic Center lot. LEGAL IMPACT None. ALTERNATIVES The alternative would be to charge for parking at Spring Street parking deck and Civic Center lot on Saturday, August 23, 1997 . 1997 Fine Arts Festival Parking June 16, 1997 Page 2 RECOMMENDATION It is recommend that the City Council approve free parking at the Spring Street parking deck and the Civic Center parking lot on Saturday, August 23, 1997 in conjunction with the Fine Arts Festival .
