RESOLUTION
APPROVING CHANGE ORDER NO. 1 IN THE CONTRACT WITH
SCALE CONSTRUCTION, INC. FOR IMPROVEMENTS TO PROPERTIES OF
THE HOUSING AUTHORITY OF ELGIN
WHEREAS, the City of Elgin has heretofore entered into a
contract with Scale Construction, Inc. for improvements to
ptoperties of the Housing Authority of Elgin; and
WHEREAS, it is necessary and desirable to modify the terms
of the contract as is described in Change Order No. 1, attached
hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Robert O. Malm, Interim City
Manager, be and is hereby authorized and directed to execute
Change Order No. 1, a copy of which is attached hereto and made
a part hereof by reference.

SCOPE: This Change Order Number 1 will provide for additional
plumbing, gas piping, sprinkler heads, water piping and dry wall
soffit enclosures for work associated with the Housing Authority
of Elgin family courts and Central Park Towers .
REASONS FOR CHANGE: Unknown hidden conditions in the walls and
revisions and modifications to the original scope of work for the
sprinkler fire suppression system.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The amount of the
contract will be revised as follows :
1 . Repair and replacement of 1 1/4" hot water riser (apt. 1001)
Replace 1 1/4" hot water line (apt. 1004 )
15 feet of 1 1/4" pipe&nips and union (apt. 1004 )
Repair hot water line (apt. 204 )

The original contract with Scale Construction is $505,000 . By
reason of Change Order Number 1 the contract with Scale
Construction will be increased in the amount of twenty nine
thousand nine hundred and fifty six dollars and eighteen cents
( $29 , 956 . 18) . The new contract amount, inclusive of Change Order
Number 1 is five hundred and thirty four thousand and nine
hundred and fifty six dollars and eighteen cents ( $534 , 956 . 18) .

OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same.

RESOLUTION
AUTHORIZING THE ISSUANCE OF VOUCHER NUMBER 2 OF
ELGIN SPECIAL ASSESSMENT AREA III
WHEREAS, the engineer's second payment estimate in the
amount of $364,256 .42 has been presented to the City for work
completed on Elgin Special Assessment Area III, a copy of said
engineer' s estimate being attached hereto and made a part
hereof .
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF LOCAL
IMPROVEMENTS OF THE CITY OF ELGIN, as follows :
Section 1 . That the Board of Local Improvements hereby
approves the issuance of the following voucher in the
following amount for Elgin Special Assessment Area III :
Voucher No. 2 in the amount of $364,256 .42
to Plote Companies, Inc.
A copy of said voucher being attached hereto and made a part
hereof.
Section 2 . That this approval shall be forthwith
transmitted to the City Council of the City of Elgin.

SUBJECT: Proposed Change Order #1 for Scale Construction -
Housing Authority of Elgin CDBG Projects Elgin
PURPOSE
The purpose of this memorandum is to provide the Mayor and
members of the City Council with information to consider Change
Order #1 for Scale Construction on various Housing Authority
projects .
BACKGROUND
In March of 1996 the City Council awarded Scale Construction,
Inc. a contract in the amount of $505,000 to complete the
following improvements to the Housing Authority of Elgin
properties :
1. the removal of exterior gas piping at various housing
authority courts and the installation of interior gas
piping to serve the housing units.
2 . the replacement of plumbing in Central Park Towers ( 120
S. State) to provide code compliant trap locations and
clean outs.
3. the improvement of elevators for ADA accessibility and to
meet current building codes at Central Park Towers .
4 . the installation of a sprinkler suppression system in the
150 dwelling units at Central Park Towers.
Work on the above projects was initiated in May, 1996 . All work
has been completed on the first three items. The sprinkler
system has been altered based upon design review by the
contractor, discussions with the Elgin Fire Department and
consultation with the project architectural firm of Sutter and
Schroeder.

The proposed change order addresses three items :
1 . Additional plumbing work discovered as walls were opened
in the housing units at Central Park Towers.
The amount of this work is $2,474 and can be funded by
project contingency funds . (This additional charge was
administratively approved by staff during the project
work. )
2 . Additional gas piping work which was the result of
multiple piping connections located within the walls of
the housing units in the family courts . The cost of this
work was $1,800 and can be funded by project contingency
funds .
3. Additional piping, soffits and sprinkler heads for
Central Park Towers as described in the attached detailed
cost breakdown accompanying the architect's letter of
recommendation. The cost of this work totals $25,682 . 18
The first two cost changes represent 1% of the contract amount
and can be accommodated by the small contingency amount available
for this contact. However, the changes to the sprinkler system
represents 5% of the original contract and sufficient contingency
funds are not available to cover this proposed cost change.
Staff has discussed the sprinkler costs with the Housing
Authority. The Housing Authority has no additional funds
available to supplement the CDBG funding for this work.
Therefore, the Housing Authority has suggested that the
additional funding for the sprinkler work be reprogrammed from
the 1996-1997 CDBG approved Air Handling and Fire Alarm
improvements for Central Park Towers (see attached letter) . On
the regular City Council agenda is a rejection of bids for the
Air Handling and Fire Alarm work. The bids came in $78,000 over
available funds . (Please reference this item under Bids on the
regular agenda. )
The project architectural firm is available to respond to
questions from the Mayor and City Council regarding the proposed
change order.

OpVLFINANCIAL IMPACT
Funding for this project is available in Account Number
230-0000-791 .92-32 project numbers 154815 and 154126 for items #1
and #2 . It is proposed that $25,682 . 16 be transferred from
project #154202 to project #154815 to fund item #3 . The
recommended total for this change order is $29,956 . 18. The
amended contract amount with Scale Construction will be in the
amount of $534 ,956 . 18 as follows:
Original Contract: $505,000 . 00
Change Order #1: 29,956 . 18
Total $534,956 . 18
The sprinkler work is ready to proceed upon approval of the
proposed change order.
LEGAL IMPACT
The City Council may authorize change orders to a contract as
appropriate to complete project work.

RECOMMENDATION
It is recommended that the City Council authorize execution of
Change Order No. 1 in the amount of $29,956 . 18 and request staff
to execute the required change order document.
