HomeMy WebLinkAbout97-183 • Resolution No. 97-183 RESOLUTION AUTHORIZING EXECUTION OF A SERVICE AGREEMENT WITH THE YWCA OF THE ELGIN AREA BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Kevin Kelly, Mayor, and Dolonna Mecum, City Clerk, be and are hereby authorized and directed to execute a Service Agreement on behalf of the City of Elgin with the YWCA of the Elgin Area for a Refugee Youth Crime Prevention Program, a copy of which is attached hereto and made a part hereof by reference. s/ Kevin Kelly Kevin Kelly, Mayor Presented: July 9, 1997 Adopted: July 9 , 1997 Vote: Yeas 5 Nays 2 Attest: s/ Dolonna Mecum Dolonna Mecum, City Clerk SERVICE AGREEMENT THIS AGREEMENT is made and entered into on this Aliii day of July, 1997, by and between the YWCA of the Elgin Area, a not-for-profit organization, (hereinafter referred to as the "YWCA" ) and the CITY OF ELGIN, Illinois, a municipal corporation, (hereinafter referred to as the "CITY" ) . WHEREAS, the City of Elgin has determined that it is in the public interest to provide crime prevention services to refugee youth in the community. WHEREAS, the City of Elgin has the largest population of Lao refugees in the state of Illinois; and WHEREAS, the YWCA provided social services to 2, 141 refugees in 1996 and 1,405 youth through the Refugee Youth Crime Project. NOW, THEREFORE, in consideration of the mutual promises and covenants contained herein, the sufficiency of which is hereby acknowledged, the parties hereto hereby agree as follows : 1 . The City shall pay to the YWCA the sum of $26,000 on or before July 31, 1997 in support of the Refugee Youth Crime Prevention Program, a program of the YWCA to provide social services to refugees . 2 . The Refugee Youth Crime Prevention Program shall include the following activities : a. Court and school mediation and advocacy. b. Family counseling and intervention. c . Gang prevention. d. Education regarding legal, school, community, and governmental processes in the U.S. e. Drop-in recreation activities for youth ages 12 to 21 . 3 . The YWCA shall address all inquiries and requests made pursuant to this agreement to the City' s Budget Director or his designee. 4 . The YWCA shall apply $26 ,000 to office and salary expenses related solely to the Refugee Youth Crime Prevention Program. F � 5 . The services and activities of the Refugee Crime Prevention Program shall be offered without regard to race, religion, gender or national origin. 6 . The YWCA shall provide a written report quarterly detailing program activity in the Refugee Youth Crime Prevention Program. This report shall include but not be limited to a summary of program participants, activities offered for youth, attendance numbers for said activities, and a breakdown of $26,000 in salary and office expenses . 7 . The YWCA shall provide the City with a copy of its annual audit. 8 . The City shall have the right to review all accounting records relating to the use of the $26,000, upon seventy-two (72) hours written notice, and at a time agreed upon by both parties . 9 . The YWCA shall indemnify and hold the City harmless from and against any and all claims for damages, suits, causes of action or any and all other liability which may arise out of or in connection with the performance of this agreement or other operations as a result of any negligent actions by the YWCA. 10 . This Agreement shall be in full force and effect from July 1, 1997 through June 30, 1998 . IN WITNESS WHEREOF, the parties hereto have executed this agreement on the date and year written above. Elgin has more Lao refugees than any city in Illinois. The only refugee-specific service provider in Kane County, the YWCA of Elgin has provided employment and adjustment services to refugees since 1979. During FY96, 2,141 refugees received services through the YWCA Refugee Project. The Refugee Youth Project (0" unduplicated count of clients served for FY96 was 473. Refugee Youth Crime Prevention Project activities number 1,405. These activities include the following: Court and school mediation and advocacy • Family counselling and intervention Gang prevention Education regarding legal, school, community, and governmental processes in the U.S. The Refugee Youth Program provides drop-in recreational activities to over 350 area youth aged 12 to 21. Participants swim, exercise in our weight room, play pool, and use the gym for basketball and volleyball. The youth are in the building for these activities from 2 to 7:30. p.m. each week day. In addition, special events and trips are planned by the Youth Council and Refugee Youth program staff. This past winter, for example, the youth were in Chicago to "Skate on State", and this summer, some 15 special events, including a bicycling tour and a trip to the Field Museum, are scheduled. A highlight of the summer for the youth is the weekend at the Wisconsin Dells. The youth raised the money themselves to ' finance this trip. • In addition to these activities, the Refugee Youth Crime Prevention Project worker is involved in building rapport and understanding between the Elgin Police Department and the refugee community as rift, well as coordinating with other groups and agencies to prevent gang and delinquency activities. Officers from the Police Department regularly volunteer to participate in our "Youth versus Law" AUnited Way Agency `' basketball games; the relationships that develop from this type of activity benefit the youth and impacts our community. Funding for the Crime Prevention Project was provided by CDBG monies through the City of Elgin for FY97. Unfortunately, that funding ends on June 3Q. The YWCA hopes to continue to provide these often-requested Refugee Youth Crime Prevention services to the refugee community; indeed, the demand on the Crime Prevention project for assistance, mediation, information, and advocacy is growing, especially from Refugee Youth program participants and their families. Crime Prevention activities are currently handled by one Refugee Project staff member. Because of the growth in our Refugee Youth and Crime Prevention projects, we need not only to maintain the Crime Prevention position but add staff as well. We have submitted a funding request to the United Way of Elgin for support of the project; if that request is granted, it will not go into effect until January, 1998. We have also submitted a request for support of this project to the church community. Because of the ongoing demand for these services, it is of great concern to those of us who serve the refugee community of Elgin that these Crime Prevention services continue to be available to the refugee community. The YWCA of Elgin therefore submits this request for $26,000 from , the City of Elgin to support the Crime Prevention project overseen by the Community Services Department Youth Refugee Project. Chicago St. Elgin, IL 60120 Dear Ms. De Cruz: This letter is to document my support of the Crime Prevention Program of the YWCA. This program has been a great asset to the Asian community. This program has provided education to the Asian community regarding the law and what their rights as tax-paying citizens are. Having an agency who actually understands what they are trying to say to the row officer and to the community is a great help to the Asian community. Most of all, this program provides them assistance in walking them through our legal system, and to educate them on Curfew Violation laws, harboring a runaway, etc. I highly support this program for it's impact on the Asian community. It is my hope that this program will continue to serve the Asian community in the future. If this program loses it's funding, there will be no where else for citizens to go for referrals and assistance. In closing, I again recommend that the City of Elgin funds this program that is there to help the Asian community, and that's what our community is about, helping each other through thick and thin times.
